Quotes don't seem to add anything to the Word Press search engine, but even without quotes this does not come up.  Separating QDR from four forces does produce partial results.  Below is the core orignal graphic.

Today, with the deflation of the dollar by 50% in the past ten years, these numbers would be doubled, but the bottom line is clear: we have to apply the  Planning, Programming, and Budgeting System (PPBS) to the Whole of Government, and we have to use unclassified shared information to enable voluntary harmonization of effort across the eight tribes of intelligence (multinational engagement, not just military engagement, but Whole of Government engagement with the military as the C4I “hub” for two way reachback among national aggregations).

The QDR (Quadrennial Defense Review) that is coming up in 2010 has already come to its core conclusions (China, China, and China) but there is still time to salvage the QDR and make it the first Whole of Government and the first Multinational Multifunctional Engagement endeavor since World War II, with a very simple task order from the Secretary of Defense:  “What will it take to eradicate the ten high-level threats to humanity by 2025, accepting the prioritized findings of the UN High Level Panel on Threats, Challenges, and Changes?   (LtGen Dr. Brent Scowcroft, USAF (Ret) represented the Republic.)

Peace really is cheaper, faster, and better than war, it's time we grew up and stopped allowing war to be a “racket” that moves wealth from the individual taxpayer to the military-industrial complex.  The privatization of war has made it ten times more likely, ten times more expensive, and a tenth as effective as a properly led Whole of Government with a strategic brain.
