Phi Beta Iota: Important, and probably being ignored since the US Government does not have a coherent Peace & State-Building TO&E.   As US military relearns “advise & assist” and looks at the redirection of forces from Iraq to Somalia, the Sudan, and Yemen–and the many other places where smaller footprints are possible, it is going to have to come to grips with what General Al Gray, USMC (then Commandant of the Marine Corps), called “peaceful preventive measures.”  We need unclassified multiinational information-sharing and sense-making to create the global range of needs table down to the neighborhood level of granularity so wisely understood by Dr. Stephen Cambone; and we need a multinational civil affairs army that can call in Peace from Above and Peace from the Sea on a just enough just in time basis.  This is not rocket science–it just requires INTEGRITY.
