ROBERT STEELE:  This is a major step forward–historic, grand, and universal .  It lacks the appreciation for an underlying intelligence and counterintelligence program such as I have been suggesting since 2007, the necessary United Nations Open-Source Decision-Support Information Network (UNODIN).  Umoja, the cornerstone of UN Administrative Reform does provide for “updated and accurate data that will expedite decision-making and enable better, faster service delivery to UN beneficiaries.”  It does not provide the pro-active support — the intelligence and counter-intelligence — that would enable the Secretary-General to harmonize not only the UN System's “deliver as one,” but also incentivize and thus harmonize all those capabilities external to the UN System, including not just Members and organizations but also the 80% or so of the one billion rich that do not give to charity but could be persuaded to fund a micro-gift in the context of a UN-validated Global Range of Nano-Needs.
