ROBERT STEELE: I have grown accustomed to the mediocrity of both the official US intelligence community and their camp followers. John A. Kringen has managed to produce a short piece that raises an important question while being devoid of substance. Failing to reference Boyd Sutton's well-known work on “The Challenge of Global Coverage,” or any of the many works by those I have sponsored and of course by myself, tells us all we need to know about IDA and its work.  A microcosm of the $100 billion a year in waste presided over by Jim Clapper and Mike Vickers. Also 25 years behind the rest of us.  One day the US IC will have honest visionary leadership. I hope to see that in my lifetime.

PS. I was quickly asked about the implied dishonesty of our current US IC leadership. That is a broad topic more suitable for extensive hearings before a new joint committee if and when we get an honest Congress. But for now, let's just take the well-intentioned ICD 205 on Analytic Outreach written by Andy Shepard with whom I came up in the ranks and who was one of the last truly honesst IC leaders I know of. This ICD calls for each analyst to identify and be in touch with the top experts in their domain — never mind that they can only speak to US citizens with clearances, or that the CIA clandestine service has forbidden everyone else from having direct contact with human subject matter experts, the idea is sound. Two years later, this ICD — like all the others — has not actually been implemented. The US IC under its present leadership does three things: a) lies to Congress (and the President); b) pushes paper; and c) spends money.Neither Jim Clapper nor Mike Vickers give a shit about actually being useful to strategy, policy, acquisition, or operations — neither of them has the moral courage to make the centrality of intelligence an issue. Shame on all who are a part of this macabre sideshow at a time when nothing (apart from electoral reform) could be more important to the future of the Republic than the artful integration of holistic analytics, true cost economics, and open source everything engineering.  Shame!
