LED + solar traffic lights

Norbert a former bio-chemistry engineer from Uganda came up with a mechanical marvel: Traffic lights using LEDs and powered by solar. Inspired by the lack of traffic lights in his area, plus the ineffectiveness of the ones that were there. His is writing an eBook containing all the specs for this design. Norbert would like introductions to city council management in e.g. Nairobi or Kampala to work with city engineers on installing this solar traffic ligth system widely. He wants to see his open design used. He also wants to stay in contact with like minded people such as he met at the faire.
