Phi Beta Iota Summary: Where should NATO go on out-of-area expeditionary operations?  How does NATO define security & stability?  How does NATO achieve balance between territorial defense and expeditionary operations, and between the voice of the big nations and the small nations?  What is defense?  What is 360 degree defense in a complex world?  How should NATO address a complex world?  Is over-simplification a threat of its own?  Is NATO predominantly a forum for dialog about collective intelligence?  Does NATO really need to get into global anti-missile defense?

Phi Beta Iota Summary: How does NATO (and not so subtly, the USA) deal with a crisis of affordability and appropriateness of force structure?  Should nations achieve niche specializations that will snap together on demand?  How does the collective get to reliable total costs of ownership in time to make smart decisions?  How do we reduce uniforms while increasing contractors?  How do we achieve constant modernization?  Is C4I the first element to be modernized and globalized?  Goal is to build a force that does not have to fight.  Ambassador Ivor Daalder's last word: please, everyone invest a little.

Phi Beta Iota Summary: Are crime and terrorism merging?  Are they distant problems far away?  In a globalized world with more diverse threat, how does NATO adapt?  Do we need to adapt the institutions and processes to go global?  What is the role of other institutions?  What should NATO do, if anything, on energy security, food security, cyber-security, etcetera?  What is an expert?  Whose experts?  How do we promulgate awareness and defensive measures on the part of all, not just NATO military elements?  How does NATO respond to anonymous asymmetric attacks?

Phi Beta Iota Summary: Is there a battle of minds or values?  Is the key function still an attack on one is an attack on all?  What is an attack?  Article 5 is central–defense against whom?  defense against what?  Should NATO be broad or narrow?  Is NATO divided and not paying sufficient attention to Eastern and Central European members?  Why is Turkey never mentioned?  Are contrasting views of Russia a wedge within NATO?  Among the great powers (Russia, China, USA, EU) are there foundation values, e.g. respect for family and the Golden Rule?  Can NATO adapt in a realistic and reliable manner?  What should NATO emphasize in the midst of the greatest financial crisis in decades?  What credible concepts, doctrine, and principles can be devised?

Phi Beta Iota Summary: Can NATO solve all the global problems?  How should NATO engage with the UN?  Is it possible for any one organization or country to address any single problem?  Besides NATO, what other major organizations should be part of an extended NATO C4I and operational planning and execution concept and doctrine?  Is NATO a sub-contractor or a partner?  Does NATO actually have capabilities (e.g. long-haul airlift) that it can use without US acquiescence?  What has been preventing efficient cooperation between NATO and the EU or NATO and other regional organizations (e.g. UNASUR, African regional organizations)?  Why is NATO not a global organization?  What can NATO contribute to shifting and constantly changing partnerships?  Should NATO be a “hub” for open multinational civil-military C4I, mobility, and logistics?  How does NATO influence other organizations in the absence of its own generic intelligence collection, processing, analysis, and dissemination of largely unclassified decision-support?
