Phi Beta Iota:  There is no way this will ever get passed, just as the corrupt two-party Congress has refused, nine times, to pass the most basic electoral reform, one that requires all eight nationally accredited parties to be included on all state ballots and in all debates, for federal elections only.  Until Occupy, the Independents, and the small parties can come together as one, there will be no change.
