Phi Beta Iota: For all the hype, “M3” is the standard all source fusion and retrieval system. It includes the 20% that the CIA Open Source Center can muster, and it does not include TS/SCI, another 10% at best, of the all-source mix. Our most generous estimate is that the average analyst has access to 60% of what they should given today's current state of the art in human, analog, and digital sourcing.

Beyond this are the architectural elements required to assure best in class analytic tradecraft.

06 The ability to leverage CrisisMappers and feed CrisisMappers to the high side in real time — and while we are at it, the ability to merge multi-disciplinary air breather and low slow collection platform data in real time and tactically

07 And other obvious capabilities the secret world will never, ever get a grip on because they are focused on keeping the money moving, not on actually addressing the analytic need.

As a general statement, any “all source fusion” endeavor that starts on the classified side rather than first proving itself against the multi-lingual, multi-domain, multi-disciplinary challenge of machine speed scalable open source, is dead on arrival and a waste of the taxpayers funds. This also relegates virtually all — not quite all — of the documentation that has been classified to the dustbin of history.
