ROBERT STEELE: This is the party line that assumes that minor tweaking will do the job. There is nothing serious about this report with respect to cutting up to 70% of each of the secret agencies that are pathologically dysfunctional both individually and in the aggregate, creating an Open Source Agency as a baseline, moving the National Intelligence Council into the Executive Office of the President. Ignores the substantive literature on intelligence reform.  In brief: D+.
