Phi Beta Iota: There was a time when we considered Jim Clapper one of the three smartest people in the profession of intelligence — we stood up for him when he was fired by then Secretary of Defense Donald Rumsfeld for telling the truth. His failure as DNI can be attributed to multiple factors including a lack of Presidential interest in his success, a lack of financial authority, a complete lack of vision and understanding of the specific human, cultural, and technical changes that Robert Steele began identifying in 1988, and a reluctance to redirect the secret world from its outrageously dated emphasis on hiring bodies and spending money, toward actually producing ethical evidence-based decision-support. The secret world is out of control, less than 20% effective (a generous estimate), and a burden on the Republic. Paradoxically, what the White House and the Republic need right now, is Whole of Government intelligence with integrity. Jim clapper has failed at root because he stopped learning 20 years ago, does not know what he needs to know, and perhaps even more debilitating, he does not know who knows — who to ask to derive an honest answer. With all due humility, we believe that the balance of the Obama Administration will be defined by what he does or does not do in the next two weeks. Susan Rice is coming into a petrified cesspool. The ONE THING that could empower her and save the Presidency is intelligence with integrity — ethical evidence-based decision-support that is holistic, that embraces true cost economics, and that shows the President how to cut the government by 30% while rapidly re-invigorating the economy and society. The President also needs an absolutely ruthless, pervasive world-class counterintelligence service focused on Texas energy, New York money, and religious traitors. If Barack Obama wants to remain President, and BE the President, he needs a DNI capable of producing intelligence with integrity while rapidly dissolving the DNI position and making other changes we have been recommending since 1990.
