CIA continues to lack an ability to do whole systems analytics with a true cost foundation; they continue to lack a strategic analytic model for collection, processing, and analysis capable of meeting strategy, policy, acquisition, and operations needs across Whole of Government; and they continue to have no grasp, nor access to, all elements of the eight tribes of intelligence across all national, linguistic, and cultural boundaries.
