The time has come to create a new ribbon to be worn by those fully qualified in Open Source Intelligence (OSINT), Open Source Everything (OSE), and Multinational, Multiagency, Multidisciplinary, Multidomain Information-Sharing and Sense-Making (M4IS2).  The ribbon with imprinted candle would be worn by those in OSINT training or an OSINT assignments, and the metalic Golden Candle pin awarded on completion of training AND a complete first tour.  Devices could be added for OSE and M4IS2 as well as UN or Multinational Task Force service.

The time has also come for an OSINT/Outreach/Inreach Handbook that leads the way on Integrated Intelligence, Whole of Government Intelligence, and Public Intelligence.

Open Source Everything (OSE).  This is the list and the prototype guide.

Definitions: M4IS2 (Multinational, Multiagency, Multidisciplinary, Multidomain Information-Sharing & Sense-Making  This and the enclosed graphic will explain what I have been pioneering the past ten years along with Collective Intelligence and Open Source Everything.  Note the graphic:  INREACH is needed as much as OUTREACH, they are both HUMINT-centric.

Graphic: Human Intelligence (HUMINT) J-2 Central  DIA needs to do INREACH not just OUTREACH.  When I was interviewed for DISL DH there was no chance to discuss new ideas but very much I wanted to manage all 15 slices of HUMINT within DH that would gestate a new DO — an OSINT/Outreach Directorate.

Graphic: Four Forces After Next with IO  This is an IO as well as an Outreach concept, and of course it is a guiding light for DIA doing strategy, policy, acquisition, and operational intelligence (not tactical).  Marty Hurwitz destroyed tactical intelligence in his quest to create consolidated JICs that ended up being largely worthless to the tactical folks — and we are reinventing HUMINT and company-level intelligence all the time.

2008 DIA NDIC Multinational Intelligence Fellows  This was an invited briefing that was very well received, especially by the Fellows, but my sponsor did not have the juice to get it to the Director.  I have also briefed in Chile and Spain and to OAS/IADB.  They've all had the same deer in the headlights look of the Generals I briefed for NATO/PfP in 2000.  The good news is that the convergence of forces, including the budget cuts, make all these ideas exactly what Kerry/Hagel need.
