We're starting to think about data sets — both existing data sets and needed new data sets — that can be used to establish three layers of understanding:
Level 1: State of the precondition of revolution
Level 2: State of public & private programs ostensibly addressing (seeking to remediate) the precondition of revolution
Level 3: Dysfunctionality delta between the spending (most of it corrupt, uninformed, and ineffective) and the need.
