The first meeting, in Assisi on Saturday 22 January 2011, was off the record. The letter is in the Franciscan Order's hands. The third meeting, with a major trans-Europe foundation, is off the record until the Secretary-General obtains approval to proceed with broad dissemination of the letter.
The second meeting, arranged by Sergio Germani, was by invitation and spanned the various sectors with an emphasis on the government ministries contemplating the need for an Italian national security strategy. This was the only meeting that covered anything other than the letter to the Most Holy Father.

9-11 (The Last Question)
Not investigated honestly or properly. Ample evidence exists to indict and properly investigate, conviction can only come from a full and complete investigation of Dick Cheney, Donald Rumsfeld, Larry Silverstein, and Rudy Guliani. Personal views based on extensive reading and videos is that the Pakistani ISI hatched the plot with Al Qaeda, but got scared when Al Qaeda suggested putting one plane into a nuclear reactor so as to achieve the long-promised nuclear “event.” Nine countries warned us beforehand; FBI blew off two walk-ins prior to 9-11 (Orlando FL and Newark NJ) and of course LtGen Keith Alexander allowed the destruction of ABLE DANGER and the illegal withholding from the FBI of the shared address in Maryland and the names of two of the hijackers subject to immediate prior arrest. Three months prior to “the day” Dick Cheney scheduled a nationwide counter-terrorism exercise so as to be able to move the strip alert aircraft off the East Coast, prevent NORAD from doing what it has done for years (15 minute intercepts of any aircraft off course), and generally allow the “attack” to proceed. Never in history has a building fallen to an airplane crash. Never in history has a building not hit at all collapsed from what were obviously controlled demolitions (all three WTC). Firefighters rioted over destruction of crime scene by Guliani, who had the trucks with GPS “ready to go.” Military thermite and clean cuts found across the entire site. Dogs barred from buildings for the two weeks after security shut down and controlled demolitions presumed to have been installed in advance of “the day.” Cited USAF MajGen who stated on television that the Pentagon was hit by a missile, not an airplane. Cited 40+ US national security professionals on record as questioning the veracity of the government's account of 9-11. Bottom line: 9-11 was not properly or honestly investigated. One day we will know the truth, as we now know the truth about the JFK and MLK assassinations.

Of course Italy should have a strategy, but it must be a grand strategy, a Whole of Government as well as a Smart Nation strategy, and it must provide for the accelerated evolution of intelligence as design. All threats, all policies, all stakeholders, all the time.

Future of US Africa Command
US Central Command used to be the Readiness Command. Budget realities may force the elimination of Africa Command, Southern Command, and perhaps even Northern Command–they simply do not provide any value at all. There is a legitimate need for regional Whole of Government and Multinational/Eight Tribe intelligence-operations cooperation centers (command is a dated concept irrelevant to the future), and the military should be a “core force” for communications, intelligence, and logistics including mobility and provisioning, but the US military sacrificed its integrity in the 1990's and may never again be the monolith it once was.
Open Source Intelligence (US Status & Failure)
Estimated budget $800M, half CIA, half DoD, scattered, out of control, and largely worthless. “Butt in seat” contractor model does not work. 40% cuts already announced, likely to go to 60% in 2012, if not more. US Intelligence ($75B-90B per year) and US Defense ($900B+ per year) do not, by any stretch of the imagination, provide any reasonable return on investment–both are pork, and their respective leaderships are administrators of pork, nothing more. OSINT failed because it would, within 90-180 days, be compelling to the President and the Cabinet and Congress, and would immediately call into question every aspect of the secret and defense programs. OSINT has not been managed competently or even honestly.
