Phi Beta Iota: It is important to distinguish between the FBI as an institution overseen by Congress, and “deep state” elements within the FBI that are beyond the control of the administrative leadership of the FBI, or of Congress. This is an area of concern normally addressed by counterintelligence, but in the USA, counterintelligence appears to have been neutralized by the “deep state.” Ironically, the top counterintelligence agency in the USA — in theory the FBI — is itself riddled with deep state apparatchiks that neuter the FBI as an institution.
