Phi Beta Iota: What is really happening here is that everyone is realizing that neither the civilian agencies of the federal government nor the Central Intelligence Agency (CIA) ostensibly responsible for both Human Intelligence (HUMINT) and Open Source Intelligence (OSINT), are competent at full-spectrum HUMINT/OSINT. The possibility exists that 1st Special Operations Command (SFC) also known as US Army Special Operations Command (ARSOC) could become an innovation engine for the human domain, most of which is unclassified, not online, not in English, and not accessible via normal communications, computing, and intelligence channels.
