Dr. Max G. Manwaring is a Professor of Military Strategy in the Strategic Studies Institute (SSI) of the U.S. Army War College (USAWC). He has held the General Douglas MacArthur Chair of Research at the USAWC, and is a retired U.S. Army colonel. He has served in various civilian and military positions, including the U.S. Southern Command, the Defense Intelligence Agency, Dickinson College, and Memphis University. Dr. Manwaring is the author and coauthor of several articles, chapters, and books dealing with Latin American security affairs, political-military affairs, and insurgency and counterinsurgency. His most recent book is Insurgency, Terrorism, and Crime: Shadows from the Past and Portent for the Future, University of Oklahoma Press, 2008. His most recent article is “Sovereignty under Siege: Gangs and Other Criminal Organizations in Central America and Mexico,” in Air & Space Power Journal (in Spanish), forthcoming. His most recent SSI monograph is A Contemporary Challenge to State Sovereignty: Gangs and Other Illicit Transnational Criminal Organizations in Central America, El Salvador, Mexico, Jamaica, and Brazil. Dr. Manwaring holds an M.A. and a Ph.D. in Political Science from the University of Illinois, and is a graduate of the U.S. Army War College.

Dr. Joseph Markowitz
Dr. Joseph Markowitz is without question the most qualified Open Source Intelligence (OSINT) pioneer in the ranks of those presently in or retired from U.S. government service. As the only real chief of the Community Open Source Program Office (COSPO) he tried valiently to nurture a program being systematically undermined by both the leadership and the traditional broadcast monitoring service. When he moved on to advise the Defense Science Board, he served America well by helping them fully integrate the need for both defense open source information collection and exploitation, and defense information sharing with non-governmental organizations. His persistent but diplomatic efforts merit our greatest regard.

What is collective intelligence and what will we do about it?
Paul Martin was the 21st Prime Minister of Canada and is the Member of Parliament for LaSalle-Émard in Montreal, Quebec. He was first elected federally in 1988.
Currently Martin co-chairs, with Nobel laureate Wangari Maathai, a $100 million poverty alleviation fund for the Congo Rainforest Basin and is leading a new initiative in Northern Ontario designed to help Aboriginal youth complete high school.
Martin studied philosophy and history at St. Michael's College at the University of Toronto and is a graduate of the University of Toronto Law School. He was called to the bar in Ontario in 1966.
