He misses a great deal including the absence of tactical NSA support to clandestine operations overseas and domestic counterintelligence operations at home; open source intelligence for the 96% of the Cabinet operations not now supported by secret intelligence; holistic analytics and true cost economics; and the need to cut up to 70% of the entire secret intelligence community while consolidating the pieces at a newly revitalized CIA. And of course we need the separate Open Source Agency.
