Open Source Intelligence Methods and Techniques Training Program

In conjunction with Reuser's Information Services (RIS), IHS Consulting now offers an Open Source intelligence (OSINT) collection and analysis training service. The program enables Open Source researchers to more effectively collect and analyze information and produce better quality reports.

The IHSC/RIS OSINT Methods and Techniques course is a modularized approach to identifying overarching methods, best practices, considerations, challenges and tools available to Open Source intelligence analysts. It provides an overview of the current OSINT landscape and demonstrates how to best access and analyze the most appropriate resources to fulfill OSINT requirements.
  • The week-long Open Source research and analysis training course is designed to assist intelligence analysts and researchers perform the following core tasks:
    • Deconstruct analytical problems
    • Devise collection plans to answer these problems
    • Identify and access key sources
    • Assess and analyze various streams of information
    • Understand and assess source bias
    • Synthesize information and insight from varied sources
    • Produce open source intelligence products

Why the Pentagon Is Always Underfunded

The courtiers in the Hall of Mirrors that is Versailles on the Potomac are lining up to give Leon Panetta advice on how to manage the Pentagon in the coming era of budget “constraints.”  Most of this wisdom takes the form of platitudes of how important it is to have a strategy and to make the hard choices needed to budget for that strategy. Duh!

My current favorite is Dr. Daniel Goure’s recent blog on the web page of the Lexington Institute, a pro-defense “think tank.”

Goure starts his advisory by saying:

Let’s be honest. The current U.S. defense program is underfunded, even at over $500 billion a year in the base budget and another $100 billion plus in contingency expenses.

Goure then goes on to discuss the need for vision, particularly concerning controlling personnel and health costs and avoiding duplication by transferring work done in government facilities, and by the military, to contractors.  In other words, when times are tough, return to the old game of protecting industry at the expense of the soldier and the taxpayer.

Thanks for your honesty, Daniel, but more of the same won’t cut it this time.

Phi Beta Iota: David Moore is one of a tiny handful of pioneers that remain employed within the US Intelligence Community, but like Carmen Medina, Carol Dumaine, Andy Shepard and others, the “establishment” cannot comprehend anything anti-thetical to business as usual.  This is a good book, it merits careful study, along with the works of Jack Davis, who remains the dean of the US intelligence analytic cadre.  Sadly, it cannot make up for the hiring of young people with limited real-world experience and virtually no substantive foreign language, culture, and history knowledge; it cannot make up for a collection system that is insanely criminal; and it cannot make up for a security system that is criminally insane, excluding deep broad M4IS2 as an option.  The secret world is dead, they just have not been buried yet.
