BRIEFING:  2002 Steele Failure of 20th Century Intelligence

Few realize that General Al Gray, USMC, then Commandant of the Marine Corps, established the Marine Corps Intelligence Center primarily to provide intelligence support to expeditionary acquisition programs–the Navy, Air Force, and Army had no interest in “brown water” or littoral operations, nor did they have concerns about keeping very small logistics footprints.  This briefing outlines failures across all constituencies–policy, acquisitions, operations, analysis, and the public.
