For the record:  Robert Steele wrote 85% of the first, and provided 85% of the second from conference proceedings.  The third was done almost entirely by LCdr Andrew Chester, RN Canada.  The first NATO document was in turn based on Steele's writing of the first DIA OSINT Handbook in 1996.

The NATO OSINT Handbook was a distilled and refined version of the first official handbook that I did, for the Defense Intelligence Agency.  After doing the NATO OSINT Handbook (100% reduced to 85% after some excellent editing by Capt David Swain and LCdr Andrew Chester), I created the Special Operations Forces OSINT  Handbook in strawman form, for Col Ferd Irizarry, then Commander of the Army's Civil Affairs Brigade.
