ROBERT STEELE: I was expecting better from the US IC.I expected fabricated evidence that would be superficially compelling, I did not expect a complete cop-out totally off the mark — out of 14 pages only 1 page in the aggregate focuses on covert cyber, the other 13 pages focus on overt media.

This report boils down to a summary of one of the more successful national Information Operations (IO) programs centered on Russia Today (RT) and the use of social media to do what the US quaintly calls “Public Diplomacy.” This is a dishonest politically-motivated report that would cause me, if I had the power to do so, to retire everyone associated with this disinformation — this is a form of lying to the president and lying to the public.

It is significant that this report is not from all seventeen agencies and not from the Director of National Intelligence (DNI). I have the impression everyone else has washed their hands on this one.

Virtually the entire report is focused on Russia's ethical, legal, overt media operations. There are exactly three accusations, all without evidence: that Guccifer, a Romanian taxi driver, is a principal agent of the Russian military intelligence service; and that the Russians provided emails obtained covertly to DCLeaks and to WikiLeaks. All three assertions lack evidentiary support (I am pretty sure the classified version does not support these assertions with credible evidence).

I find the report deficient in five specific ways:

01 There is no credible evidence the Russians actually leaked anything and no responsible examination of the countervailing evidence from everyone else including NSA and CIA insiders such as I provide in my long post, see Update 17 particularly, Robert Steele: US IC Allegations Against Russians Are Crap — Our Own Traitors, Not the Russians, Are the Real Enemy, Fake Evidence & Fake News – UPDATE 22. Some have much of the DNC not giving the FBI access to their computers and therefore there is no proof; in fact NSA would have complete coverage of the DNC computers in their archives, but NSA does not play well with the FBI and is in deep cover-up mode since it has never been more vulnerable to being completely shut down by a new president outraged of persistent NSA spying on US politicians (including Barack Obama since he was a junior Senator).

02 There is no context with respect to the influence activities by Israel on behalf of Hillary Clinton that were far more extensive, as well as the cyber-activities of everyone else including China, France, and Germany. Nor is there any admission with respect to the fact that NSA does more spying on all US politicians than all the foreign services combined and that NSA insiders have said they leaked some of the emails. Nor is there any discussion of the degree to which Facebook, Google, Twitter, and YouTube actively violated legal due process and free speech rights by both censoring critical information about Hillary Clinton and manipulating search results to equate Donald Trump to Hitler. Nor is there discussion of George Soros and his illegal activities inciting riots and funding violence against Donald Trump and Donald Trump supporters.

03 There is no discussion whatever of the proven ballot tampering by Hillary Clinton in stealing thirteen primaries from Bernie Sanders, and no discussion of the larger context in which a two-party tyranny disenfranchises 70% of the US eligible voters. The Russian IO in relation to this election was, at best, shouting from the sidelines — it was the two-party tyranny that “hacked” the election, as I document in my Kindle Short also free online, Donald Trump, The Accidental President, Under Siege. The US system is RIGGED twelve different ways, as I document in RIGGED: Twelve Ways the Two-Party Tyranny Rigs the US Electoral System to Block Out Independents, Small Parties, and 70% of the Eligible Voters. The deep hypocrisy in this report will further reduce public acceptance of the secret intelligence community's value.

04 There is no discussion whatever of the degree to which Russia Today (RT) — evidently considered “weaponized information” by the CIA — is offering the truth to the US public (for example, on fracking) versus the lies disseminated as official narrative with the full complicity of the “fake news” media. Indeed, the report was supposed to focus exclusively on covert Russian cyber-operations — the bulk of the report focuses on — with beautiful illustrations — ethical, legal, overt Russian media operations. This was supposed to be a report about covert cyber, not overt media. Out of 14 pages, no more than one page in the aggregate focuses on covert cyber.

05 There is no discussion whatever of the degree to which the CIA and various other green/black elements of the US Government (USG) spend over 5 billion dollars a year on propaganda and another 5 billion a year on cyber-espionage while spending at least 1 billion a year on “agents of influence.” The report also fails to point out that intervening in foreign elections, manipulating foreign policy and spending decisions, and creating terrorist, insurgent, and opposition groups against other governments, is what CIA considers its most central activity. No discussion of torture, drone assassinations, elective wars on the basis of 935 now-documented lies, all the other stuff that we have done — including regime change in Syria and  training Chechen “terrorists” in Syria to send back to Russia.

This pathetic piece of work did not require more than two hours to dismiss. Were I in a position to do so, I would demand a holistic report that presents, in a side by side comparative fashion, the degree to which NSA, the Israelis, the Russians, the Chinese, and other assorted powers are conducting cyber-espionage; to be followed by a side by side comparison of US cyber-espionage against each of those powers (largely ineffective in part because we process less than 1% of what we collect).

In a second separate section of the report, I would demand that a comprehensive evaluation be provided of the actual history of electronic ballot tampering from 2000 to date, by each of the two US political parties that disenfranchise six other accredited national political parties (Constitution, Green, Libertarian, Natural Law, Reform, and Socialists) as well as all Independents — 70% of the eligible voters.

Finally, in a third section of the report, I would demand a summary overview of the 200+ instances when CIA and the US military have “killed hope” through regime change, assassination, induces catastrophes, and direct elective invasions, as well as election intervention, to include the salvation of the Nazis and their treasure by CIA as WWII came to an end; the restoration by CIA of fascist politicians in the aftermath of WWII, the financial sponsorship of dictators, and the Gold War against Russia managed by Buzzy Krongard out of CIA from 1998 to 2001. Most recently CIA has been heavily involved in training and equipping ISIS and in training Chechen and Uighur “terrorists” to send back to Russia and China — a clear act of war!

I would also ask for an Annex focused on George Soros and the Color Revolutions as well as the various forms of both legal and illegal protest activities that Soros has sponsored, not only overseas, but within the USA.

The US Intelligence Community lacks both intelligence and integrity. Until its stops spying on US politicians, and stops retarding the security of US communications and computing for its own convenience, we will not have safe private communications. It is worthy of reminding ourselves that Ellen Siedman of the National Economic Council pointed out in the 1990's that among the many weaknesses of the present intelligence community is that it does not do holistic analysis — it is incapable of providing the kind of report I would have created, without the five flaws itemized above.

Sadly, the message that the military-industrial complex is going to take away from all this is that we need to spend more on propaganda — including our domestic “anti-propaganda” which will actually be propaganda against the truth from skeptical citizens as well as foreign powers. Absent a Trump Channel and an Open Source Agency, the USA is likely to remain impotent in the arena of Information Operations (IO) and the US Government will remain in a constant state of betrayal of the public trust.

There is one fact that stands out across this past election: the public likes to have truthful information. Hillary Clinton lost “against all odds” when she waved the Russian flag to the point that it led to the blocking of her stealing the same thirteen states from Donald Trump that she stole from Bernie Sanders; when she called all of us “deplorables,” and when a series of US intelligence, political, and NYPD insiders leaked emails whose content — according to this report — is indisputably truthful. Hillary Clinton lost because her electronic hacking of the voting machines was stopped, and her own words crucified her.

An entity claiming to be the mysterious hacker or hackers Guccifer 2.0 says a “vulnerability” in the Democratic Party's computer software and not Russian state actors allowed them to gain access to private campaign information.

Phi Beta Iota: Guccifer and Guccifer 2.0 are the same person — the Romanian taxi driver now in jail in Romania. The Wikipedia page, while offering useful information from the US intelligence perspective, fails to mention all the countervailing information.

He went on to say that the idea that pushing back on the intelligence community’s report isn’t “unpatriotic.” He said that it was once seen as a pretty normal thing to do.

TONY SHAFFER (US ARMY): IC report on Russian hacking is a lose-lose for the IC. It is both a documentation of their failure over time to deal with Russian cyber-attacks (counterintelligence is an intelligence function and cyber-security is an intelligence function), and clear proof that they have been politicized beyond the pale. Everyone in charge should be fired. Yes, Russia is a threat, yes we are vulnerable, no this is not an act of war, we should not launch a nuclear missile over someone sending a bad tweet. We are indeed at war, it is an information war, we are losing because we have chosen not to invest in cyber-defense or public diplomacy offense. As far as the leaks go, the bottom line is that the Democrats were poor at cyber-hygiene and did not collaborate with the FBI, the Republicans practiced good cyber-hygiene and did collaborate with the FBI. Trump is right: we have to fix this.

RICHARD WRIGHT (NSA): It is obvious that the authors of the report started with a conclusion, namely the Russian wanted Trump over Clinton, then tried to find the evidence to support it.  In the olden days i.e. my time in the IC one used a combination of analysis and research to develop a tentative conclusion. Perhaps there is some compelling evidence in the classified report to demonstrate Russian cyber mischief in the 2016 Presidential Election, but the unclassified report is indeed pitiful.

Young Russian denies she aided election hackers: ‘I never work with douchebags’. Her company was a surprise inclusion on the US sanctions list released last week, alongside top officers in Russia’s GRU military intelligence agency and two well-known criminal hackers. The company “provided the GRU with technical research and development”, according to the fact sheet released by the White House. No further details were given. (PBI: Hackers are not douchebags, they are heroes of the computer revolution — both the Russian and US governments (in fact most governments less the Israelis) fear hackers because they do not understand them and hackers are inherently rooted in reality where truth is an advantage — see Robert Steele's 1990's comments for PBI Frontline. Sanctioning this young lady — as opposed to the hundreds of others that provide IT services to the GRU, was capricious as best. The US IC is now the laughingstock of the world, more so than before.)

DEF DOG (DOD): The statement “This report is a declassified version of a highly classified assessment; its conclusions are identical to those in the highly classified assessment but this version does not include the full supporting information on key elements of the influence campaign.” was enough to convince me that it is BS. I have never seen, in a declassified or sanitized report, this verbiage — ever. It is clearly an attempt to convince people that there is more to this effort than they can provide since the basis is “a highly classified assessment”.

I have known most of the folks who are analysts in the cyber realm of the IC. They have no understanding of the underlying aspects of how computers or computer networks operate, there are very few of them that understand Maskirovka either by the Russians, the US, or any other country that practices deception (which they all do).

The FBI did not touch the servers in question but had to rely on Crowdstrike for their information. Regardless of any basis by Crowdstrike, I am sure they would not have provided anything of material value to the FBI without their client's permission.

I am also sure their client refused in an effort to protect themselves from their involvement with hacking the machines in their favor.

I have read the released Crowdstrike report, the attribution by them (and subsequently by the IC) DEMANDS that they be taken on faith that their analysis is correct, that the threat actor left artifacts within the code that pointed directly to them (what intel operative leaves a trail?), and that they had any reason that they would gain with the election of Donald Trump?

At the end of the day, somebody intruded into the DNC network because it was easy to do. They removed files (typically what is done when they are conducting such activities) but they in no way altered any file data. The embarrassment suffered by the HRC Campaign was of their own making. All that was exposed was the hypocrisy of that political party and the masters who run it….
