This book — the fourth in a series — is a capstone work perfectly timed to the President's planned disclosure of the past, present, and future space programs — the past an illegal program not approved by Congress; the present a program in flux; and the future potentially open and bright and including free energy for all on Earth (the primary secret of the secret space program).
The author has done something I have not seen elsewhere, which is an A to Z timeline and a superb integration of literature and whistle-blower accounts as well as authenticated documents both cited and in some instances provided as embedded images.
The book suffers slightly but not deeply from too many assumptions, too much hype rooted in taking whistleblowers at face value, and not enough connectivity to related literatures. The index disappoints — for example, the neutralization of our nuclear weapons is the single most positive and important aspect of the entire extraterrestrial situation, the index fails to show all of the appearances of the term nuclear across the book.
I am mentioned in the book once, and the author makes two mistakes in that mention. First, I am not DefDog. DefDog is one of my contributing editors and a retired clandestine intelligence officer in the US Army. Second, I do not think there is a CIA submarine. I have worked with CIA's Maritime Branch, and the general protocol is that we get a Special Operations capable submarine when we need one. I believe the submarine was an Israeli submarine. There are easily another 20-30 similar toe stubs throughout the book.
Having said that, because it is the capstone book of multiple books and because it provides a concise and relatively comprehensive overview, I rate this book as a solid five. This is the one book to read by this author if you only want to read one book. I can certainly see value to reading the others, linked below:

The extraterrestrial (or stellar civilization) arena is not my area of expertise. I have been persuaded that all of this is very real and that the governments of the world have been concealing information vital to world peace and prosperity, so I am very much on the side of those seeking full disclosure and particularly the release of free energy, anti-aging, and other healing technologies as well as new forms of communication and computing that are not genocidal and ecocidal as 5G is known to be (the new asbestos).
The below article makes clear why the extraterrestrial-nuclear aspect matters.
