Defending an Open, Global, Secure, and Resilient Internet

Overview

This CFR-sponsored Independent Task Force warns that “escalating attacks on countries, companies, and individuals, as well as pervasive criminal activity, threaten the security and safety of the Internet.” The number of “state-backed operations continues to rise, and future attacks will become more sophisticated and disruptive,” argues the Task Force report, Defending an Open, Global, Secure, and Resilient Internet.

With the ideal vision of an open and secure Internet increasingly at risk, the Task Force urges the United States, with its friends and allies, “to act quickly to encourage a global cyberspace that reflects shared values of free expression and free markets.”

The Task Force concludes that “the most pressing current threat is not likely to be a single, sudden attack that cripples the United States,” but rather “a proliferation of attacks that steal strategically important or valuable data and destroy confidence in the safety and trustworthiness of the Internet.” The U.S. administration has named China as a major source of cyber espionage, and the Task Force also finds China to be a serious cause of concern.

Phi Beta Iota: We hold the Council on Foreign Relations (CFR) in low regard. These are the people, without exception, that have been complicit in all that has been done against public cyber-security and stability for the past twenty years. Behind the scenes, the “leaders” have been grossly irresponsible, constantly betraying the public trust. The “middle” managers tell themselves they are making “unsavory compromises” to make progress on the margins, when in fact they are simply enabling evil that benefits the few at the expense of the many. The people associated with this report are all part of the status quo that has persistently refused to listen to warnings in the 1970's about peak everything, in the 1980's about emerging unconventional threats, in the early 1990's about the urgency of getting cyber right at the code level. They are actors playing out a false narrative and the media that fawn on their every word are second-string drones not allowed to think for themselves. The National Security Agency (NSA) is the “best” the US Government (USG) can do, and it is a fraud — a very expensive, intrusive, obscene fraud that refuses to do the job it was given in the 1990's, that of making private sector communications and computing secure. Outside the USG there are a handful of genuinely committed and qualified custodians of the public interest who labor with limited funding and infinite patience. At this time neither the CFR nor the USG at the political level can be said to represent the public interest in any manner what-so-ever. China is not the threat. Elite corruption and bureaucratic idiocy right here in the USA is the threat. What is done in our name and at our expense every single day is — in the aggregate and in detail — treason against the Constitution, the Republic, and We the People. There is no intelligence with integrity in Washington, DC (or New York City) — ethics does not pay, only crime pays, preferably crime legalized by a Congress so corrupt it is held in disdain by 80% of the US public. These people and their posturing are a disgrace to all of the honorable public servants, men and women in uniform, and devoted civil society activists who actually care about America the Beautiful. Autonomous Internet, Open Source Everything, and M4IS2 — we do not need any more reports. All we need is intelligence with integrity as a common virtue.
