Phi Beta Iota: For 50 years US Government “cost plus government spec” acquisition has been corrupt to the bone and stupid to boot. D/NDA (and the DNI are as badly informed and badly staffed as is the Secretary of Defense, whose political minders make the decisions. The USG simply does not run on ethical evidence-based decisions. Its departmental and agency “leaders” go through the motions with one mantra: “keep the money moving.” The NSA Center is neither needed nor adequate to the task for the simple reason that NSA is retarded. We said this in 1994 and we say it again: the USG does not understand the craft of intelligence and information operations, and it is willfully dangerouys — a menace to society and the rest of the world — in how it applies the taxpayer dollar and its arrogant ignorant childish grasp of cyber-operations. The return on investment is NOT there, and the Blow Back IS there (do not throw stones when you live in a glass house).
