01) Attempting to replicate the fraudulent and wasteful counter-terrorism regime against nuclear proliferation is a combination of idiocy and corruption that ably represents the lack of intelligence with integrity in Washington, D.C. Try an open source agency with holistic analytics and true cost ecnomics instead.
02) GAO does good work. They will be diplomatic to the point of undermining their good work. Contractors comprise 70% of the secret world's budget, and 70% of the fraud, waste, and abuse. No agency has a strategy for contracting with any semblance of intelligence or integrity. Contractors are doing jobs that are inherently governmental, and out of control contracting has gutted the government's cadre of mid-grade experts who can be relied upon to act in the public interest.
03 As noted in the original, secret legislation is reprehensible, and legislation by the appropriators instead of the authorizers is questionable at best, unconstitutional at worst.
