Willow Brugh on Distributed and Digital Disaster Response

The citizen response to 2012's Hurricane Sandy was in many important ways more effective than the response from established disaster response institutions like FEMA. New York-based response efforts like Occupy Sandy leveraged existing community networks and digital tools to find missing people; provide food, shelter, and medical assistance; and offer a hub for volunteers and donors.

In this talk Willow Brugh — Berkman fellow and Professor of Practice at Brown University — demonstrates examples ranging from Oklahoma to Tanzania where such distributed and digital disaster response have proved successful, and empowered citizens to respond in ways traditional institutions cannot.

Recent estimates show that employment as a percentage of the civilian population has not returned to pre-recessionary levels. In November 2007, the employment-population ratio was 62.9%, indicating that 62.9% of the adult population had a job in that month. This rate fell steadily during the recession and several months beyond, before stabilizing around 58.5% in October 2009. Between October 2009 and March 2014, the ratio fluctuated within 0.3 percentage points of 58.5%. Since then, the employment-population ratio has climbed slowly to 59.3%, its value in April 2015.

The potential monetized value of equity in real property is tremendous. In the U.S. alone the equity in home ownership is $8.2 trillion. As well, there is the other huge pool of capital with the equity present in commercial properties that can be awakened with the same strategy. Unleashing even a fraction of that capital will have an unequaled and immediate benefit that will be felt all around the world. Just imagine the impact of a well directed trillion dollars of reserve capital multiplied through the fractional reserve system can have on our current and pressing environmental needs! And we can start today!
