Augmented by an understanding of collaboration networks and by the growing but still immature field of commercial intelligence, the chart took shape rather quickly.
Not anticipated, but now consistent with both the strategic direction of the Earth Intelligence Network, and the reality of how cell phones rather than laptops are the device of choice for the poor, was the seminal role of the cell phone as the device of choice for achieving organizational intelligence.
It can be useful placed side by side with Nova Spivak's Meta-Web illustration to see a convergence of the technical-centered (Spivak) and the human-centered (Steele).

Collection, Strategy-Holistic CoherenceHuman Intelligence (HUMINT) no longer exists as a serious craft in the USA. The Clandestine Service, a few exceptions not-with-standing relies almost completely on hand-outs from foreign liaison services who know the limits of American historical and cultural savoire faire, and the depth of American naivete. In the Department of Defense (DoD) the current clandestine training has been described as “push-ups done silently.” Across the government, the human brain and the inate value of the human being is at an all-time low and there appears to be no one of any leadership standing actually willing to demand that we get HUMINT right.
