In the absence of a Strategic Analytic Model that can serve as the basis for assured mutual-interest Multinational Engagement, secret intelligence is inevitably going to fail time and again.  Casting a wide net with Open Source Intelligence (OSINT) and Multinational Multiagency Multidiscipolinary Multidomain Information-Sharing and Sense-making (M4IS2) as the foundation for all-source intelligence and deep invasive secret collection, is a common-sense affordable mission-oriented performance enhancer.

This is the original “Four Quadrants” slide created in the 1990's to show the human-centered path from what we do now (still), internal knowledge management, through social network information creation to external research (humans are central) and finally to organizational intelligence where machines and humans properly managed are a perfect blend.  Note J-2 is the high side “owner” while the “low side” is more of a diplomatic and civil affairs outreach and multinational engagement endeavor.

From where we sit, outside the wire, we went wrong at multiple levels, all matters of balance and perspective:

1.  Favoring secrecy over openness

2.  Favoring technologies constant stare (mostly unprocessed) over engaged human brains with eyes on

3.  Demanding unilateral collection, processing, and analysis instead of a multinational foundation

Notes [Updated]: If bin Laden could have asked his maker for the most helpful possible American reaction to 9-11, he could not have done better than the Bush Administration’s ill-considered conventional military attacks on Afghanistan and Iraq, with all Bush policies now “institutionalized” by the Obama Administration.  The US is now an occupying force in Iraq, and in Afghanistan it has lost control of the entire country, where under US “non-control” the opium crop has gone for 4% to 90% of world opium and most of the #4 heroin (via Pakistan's processing facilities), enriching the Taliban and selected warlords, who will be almost impossible to dislodge without resuming combat operations.   We have started and are stuck with a six-front 100-year war that we can win ONLY by waging Whole of Government / Multinational Engagement peace.

Somebody somewhere has to do this, and do it with over 90 nations, all NGOs, and global reach into all academic and private sector organizations desiring to share information and do multilateral sense-making.
