PENTAGON SEEKS “COORDINATION” OF MEDIA ACTIVITIES

The Department of Defense last week increased its efforts to require that Department contacts with the media be monitored and approved by DoD public affairs officials.

Secrecy News Comment:

As a practical matter, the degree of control over DoD contacts with the media sought by the Pentagon may be impossible to achieve.  The Department is too large (with millions of employees), too decentralized (with thousands of locations) and, perhaps, too open (with hundreds of reporters holding building permits at the Pentagon alone) to allow rigorous monitoring or “coordination” of more than a fraction of all external contacts and communications.

Today, with a Tip of the Hat to Roxana Stefanescu at Facebook, we point to the NATO page on Facebook, and the NATO page on YouTube.

Context: Long, long, ago in a land far far away, Frank Carlucci spoke to a group of CIA analysts at a hotel near the White House, and his observation has stayed with us to this date.  Paraphrasing from memory, he said that in the Reagan Administration, the perfect intelligence briefing would be a five minute video tailored to the President's next hour, that could be viewed five minutes before the hour began.  We have never forgotten that, it is probably influenced our own concept of just enough, just in time intelligence, and our diamond paradigm, where the acme of skill of an analyst is not in developing an answer, but as Stevan Dedijer said at OSS '92, “knowing who knows” and connecting the customer with exactly the right person who can create tailored intelligence on the spot through interaction with the customer (recorded and retained for the intelligence archives).

This year's survey places strong emphasis on the global nature of economic and financial vulernability, and on Afghanistan.  Below is a quote in two sections  from the official press statement releasing the survey to the public.

Strategic Survey 2010 does not seek to lay out a new comprehensive strategy for Afghanistan. It does however argue that for Western states to be pinned down militarily and psychologically in Afghanistan will not be in the service of their wider political and security interests. The challenge of Afghanistan must be viewed and addressed in proportion to the other threats to international security and the other requirements for foreign-policy investment. With economic, financial and diplomatic activity moving at such a pace and with such varied outcomes internationally, military operations in general have to be all the more carefully considered. Precision and adaptability will be essential watchwords. For heavy, large, military deployment, the longue durée will be seen as an attitude for other times, other centuries.

The Afghan campaign has involved not just mission creep but mission multiplication; narrowing the political-military engagement to core goals as described will allow for proper attention to be paid to other areas posing international terrorist risks, and indeed to other matters affecting international security.
