A Global Rescue Plan

When the wealthy nations of the world meet as the G8 or in any other gathering, it's interesting to imagine what they would do if they followed the golden rule, valued grandchildren, disliked unnecessary suffering, or wished to outgrow ancient forms of barbarism, or any combination of those.

The United States alone is perfectly capable, if it chooses, of enacting a global marshall plan, or — better — a global rescue plan. Every year the United States spends, through various governmental departments, roughly $1.2 trillion on war and war preparations. Every year the United States foregoes well over $1 trillion in taxes that billionaires and centimillionaires and corporations should be paying.

If we understand that out-of-control military spending is making us less safe, rather than more — just as Eisenhower warned and so many current experts agree — it is clear that reducing military spending is a critical end in itself. If we add to that the understanding that military spending hurts, rather than helping, economic well-being, the imperative to reduce it is that much clearer.

If we understand that wealth in the United States is concentrated at medieval levels and that this concentration is destroying representative government, social cohesion, morality in our culture, and the pursuit of happiness for millions of people, it is clear that taxing extreme wealth and income are critical ends in themselves.

Still missing from our calculation is the unimaginably huge consideration of what we are not now doing but easily could do. It would cost us $30 billion per year to end hunger around the world. We just spent nearly $90 billion for another year of the “winding down” war on Afghanistan. Which would you rather have: three years of children not dying of hunger all over the earth, or year #13 of killing people in the mountains of central Asia? Which do you think would make the United States better liked around the world?

Everybody play nice together while the bulk of already inadequate and dwindling resources are weighted to Navy and Air Force in the Pacific.  [Oh, BTW, in separate Armed Forces Journal reporting, twp Army officers, a major general and a colonel, assert that former Chief of Naval Operations ADM (Ret) Gary Roughead and Hoover Institution analyst Kori Schake have recommended in a recent presentation at the Brookings Institution, that, “The active duty Army would be reduced by 200,000 soldiers from the 490,000 planned for the FY 2013 budget” to pay for it.

When Barack Obama asked John Kerry to be his second-term secretary of state, the president appeared to have chosen someone whose instincts matched his own natural caution on foreign affairs.

A Vietnam veteran who spent nearly three decades in the Senate, Mr Kerry mocked Republican “neocons” at last year’s Democratic convention and at his confirmation hearing he cited a Henry Kissinger quote about a new era of emerging powers replacing superpower dominance.

Yet after five months in office, it is becoming clearer that the principal dividing line in the Obama administration's foreign policy, from Syria to the Israel-Palestinian peace process, is between the president and Mr Kerry.

Glenn Greenwald’s exposure of the NSA’s massive domestic spy program has revealed the entire caste of current Democratic leaders as a gang of civil liberty opportunists, whose true passion, it seems, was in trolling George W. Bush for eight years on matters of national security.

Positive Control

When something is very dangerous, like nuclear weapons, standard forms of protections and control methodologies aren't sufficient.

Something that potentially dangerous needs something more aggressive.

In the military, that's called positive control.

Positive control is an active form of control where the dangerous item is under 24x7x365 monitoring, checking, patrolling, testing, etc.

In this type of system, no information = danger.   Alarm bells sound when the feeds and system checks monitoring the item go dark.

This is the opposite of the type of security and law enforcement we're used to in our daily lives.  These systems are best described as negative control systems.

Negative control systems are focused on detecting exceptions.  A crime.  Good behavior is expected.  As a result, this system only takes action when a failure occurs.

Positive security and People

Positive security can apply to people too, if they are dangerous enough.
