In this very informative essay, Nicolas Pelham describes how King Mohammad of Morocco and his apparat finessed the Arab Spring, even though Morocco’s poverty is far worse than Tunisia’s and the oppression of its poor by his apparat is nearly as bad as President Ben Ali’s in Tunisia.

Whether or not Mohammad dodged the revolutionary bullet or merely bought a little time remains unclear.  Unfortunately, Pelham leaves this question hanging, but he does explain how the King and his henchmen are squandering the window of opportunity they created by failing to redress appalling popular grievances.  In fact, Pelham suggests the contrary is happening, even though he seems to imply the popularly elected moderate Islamist government wants to work with the King.

Note how US Secretary of State Clinton appears hypocritical, as usual. While championing so-called democratic regime change in Libya and Syria, she reinforced the the King’s finessing operation during her visit by meeting with the King’s foreign policy advisor before meeting with her Moroccan equivalent, the foreign minister of the democratically elected government.

Fukushima Disaster Was Man-Made, Investigation Finds

The Fukushima nuclear disaster was the result of “man-made” failures before and after last year’s earthquake, according to a report from an independent parliamentary investigation.

The breakdowns involved regulators working with the plant operator Tokyo Electric Power Co. to avoid implementing safety measures as well as a government lacking commitment to protect the public, the Fukushima Nuclear Accident Independent Investigation Commission said in the report.

The March 11 accident, which set off a wave of reactor safety investigations around the world, “cannot be regarded as a natural disaster,” the commission’s chairman, Tokyo University professor emeritus Kiyoshi Kurokawa, wrote in the report released yesterday in Tokyo. It “could and should have been foreseen and prevented. And its effects could have been mitigated by a more effective human response.”

The report dealt the harshest critique yet to Tokyo Electric (9501) and the government. The findings couldn’t rule out the possibility that the magnitude-9 earthquake damaged the Fukushima Dai-Ichi No. 1 reactor and safety equipment. This is a departure from other reports that concluded the reactors withstood the earthquake, only to be disabled when the ensuing tsunami slammed into the plant.

Why Obama Will Free Jonathan Pollard

President accepts Israel infallibility doctrine

The US Department of Justice has released new files about convicted spy Jonathan Pollard’s bid for presidential clemency.  Pollard was sentenced to life in prison in 1987 after passing more than a million highly classified documents to Israel while working as an intelligence analyst for the US Navy.  Documents in the Freedom of Information Act response (PDF) reference 32 pages of government agency deliberative communications and 37 pages of new communications between Pardon Attorney Ronald Rogers and Pollard’s legal team — all produced since July of 2011. While the contents have been withheld, their existence signals that the Pollard commutation request may be nearing a conclusion within the Obama administration.  June 18 could mark the culmination of a massive lobbying campaign for release.  Obama’s dismal record on Israeli accountability suggests Pollard will soon walk free.

Organization of American States (OAS): For the record. At the end of the 42d General Assembly of OAS members in Bolivia, the foreign ministers of Bolivia, Ecuador, Venezuela and Nicaragua announced that their countries had decided to withdraw from the Inter-American of Reciprocal Assistance, better known as the Rio Pact.

In making the announcement, Ecuadorian Foreign Minister Patino said, “Our countries have made the decision to bury what deserves to be buried, to throw into the trash what is no longer useful.”

Article Three states, in pertinent part,”The High Contracting Parties agree that an armed attack by any State against an American State shall be considered as an attack against all the American States and, consequently, each one of the said Contracting Parties undertakes to assist in meeting the attack in the exercise of the inherent right of individual or collective self-defense recognized by Article 51 of the Charter of the United Nations”

Twenty-two American countries variously have ratified the Treaty since 1947, but Cuba withdrew after the revolution and Mexico withdrew in 2004.

Comment: This is primarily a symbolic snub because the Pact is a relic of the Cold War and no surprise because the US Secretary of State did not attend the meeting.

All four withdrawing states have leftist governments and are the members of Venezuelan President Chavez' initiative known as the Bolivarian Alliance for the People of our Americas (ALBA), which is supposed to be a counterweight to the OAS. They appear determined to assert their distance from the US.

Argentina invoked the Rio Pact when it fought the British in the Falklands, but no American state rallied. The US invoked the Pact after the 9/11 attacks in 2001 to enlist the aid of the other American states in the War on Terror. Only four Central American states agreed to participate actively.
