US Navy dolphins to be reassigned

Some dolphins used by the Navy to track down mines will soon lose their jobs to robots – but they will be reassigned, not retired.

Starting in 2017, 24 of the Navy's 80 military-trained dolphins will be replaced by a 12-foot unmanned torpedo-shaped vehicle, according to the newspaper UT San Diego.

The military said the machines can do some of the same mine-hunting duties as the sea creatures. And they can be manufactured quickly, unlike the seven years it takes to train a dolphin.

But the dolphins will not be relieved of duty. They will be used along with sea lions for port security and retrieving objects from the sea floor, the newspaper reported.

The Navy's 28 million US dollar marine-mammal program dates back to the late 1950s and once included killer whales and sharks. Based in San Diego, it currently uses 80 bottle-nosed dolphins and 40 California sea lions.

In recent years, dolphins have been deployed to Iraq and Bahrain to patrol for enemy divers and mark the locations of mines.

Using their innate sonar, the mammals find and mark mines in shallow water, in deep water when tethers are used, and on the bottom where sediment cover and plant growth can hide the devices.

Dolphins are carried aboard Navy ships in large movable pools, about 20 feet in diameter. Dolphins travelled on the amphibious ship Gunston Hall in 2003 for the Iraq war.

Most of the Navy's dolphins and sea lions are housed at Point Loma Naval Base, in pools sectioned off from the bay. Others guard Navy submarine bases in Georgia and Washington state, according to UT San Diego.

The military is responsible for the mammals' care throughout their lives, even after they are retired from active duty. Sometimes Navy dolphins are loaned to animal parks, such as Sea World, later in life.

Sea-level rise is occurring much faster than scientists expected – exposing millions more Americans to the destructive floods produced by future Sandy-like storms, new research suggests.

Satellite measurements over the last two decades found global sea levels rising 60% faster than the computer projections issued only a few years ago by the United Nations' Intergovernmental Panel on Climate Change.

The faster sea-level rise means the authorities will have to take even more ambitious measures to protect low-lying population centres – such as New York City, Los Angeles or Jacksonville, Florida – or risk exposing millions more people to a destructive combination of storm surges on top of sea-level rise, scientists said.

Scientists earlier this year found sea-level rise had already doubled the annual risk of historic flooding across a widespread area of the United States.

I had occasion to look at the Report of the Secretary General on the Work of the Organization, and thought this would be a good time to integrate some of what I have learned from working directly with the United Nations (UN), and what I believe could be helpful to the UN as it contemplates “next steps” into the 21st Century.  My thoughts are deeply rooted in my perception of how badly governments have failed at governance, and how dysfunctional the Industrial Era approach to bureaucracy and information channeling has become.  As the world prepares to  migrate to hybrid forms of public governance, the UN's Industrial Era forms of organization and delivery are an impediment to its future viability.  That is a challenge I would like to address, treating the UN as the logical hub for my emergent theory and practice of Public Governance (a mosaic) replacing Public Administration (a stovepipe) in the 21st Century.

CLIMATE: Amid budget scrutiny, CIA shutters climate center

With the U.S. intelligence budget shrinking, the CIA has quietly shut down its Center on Climate Change and National Security — a project that was launched with the support of Leon Panetta when he led the agency, but that drew sharp criticism from some Republicans in Congress.

Multiple sources with knowledge of the center said it closed its doors earlier this year, with its staff and analysis continuing under other auspices.

CIA spokesman Todd Ebitz confirmed the change.

“The CIA for several years has studied the national security implications of climate change,” Ebitz said in a statement to Greenwire. “This work is now performed by a dedicated team in an office that looks at a variety of economic and energy security issues affecting the United States.”

The CIA launched the climate change center in September 2009 after a spate of reports linking climate change and national security that drew interest from some members of Congress seeking political action on climate change.

6. A single sustainability index for products

How do you compare the environmental impact of, say, a bottle of laundry detergent versus an LCD screen? The Sustainability Consortium, a group of 10 universities, non-profits and 80 international companies including Walmart and Coca-Cola, are creating an index that includes every step of the supply chain. The group has already released the measure it will use to evaluate its first 100 products.

Right now, a similar rating system, Good Guide, is based solely on public information. The new system would take into account “emissions, waste, labor practices, water usage and other sensitive factors that will become available only as large corporate players exert pressure on suppliers to disclose them,” says Scientific American.
