Establishing Social Media Hashtag Standards for Disaster Response

The UN Office for the Coordination of Humanitarian Affairs (OCHA) has just published an important, must-read report on the use of social media for disaster response. As noted by OCHA, this document was inspired by conversations with my team and I at QCRI. We jointly recognize that innovation in humanitarian technology is not enough. What is needed—and often lacking—is innovation in policymaking. Only then can humanitarian technology have widespread impact. This new think piece by OCHA seeks to catalyze enlightened policymaking.

IEML is still at the stage of fundamental research but we now have an extensive dictionary – a set of paradigms – and some grammatical algorithmic rules that conform to the algebra. The result is a language where texts self-translate into natural language, manifest as semantic networks and compute collaboratively their relationships and differences. Any library of IEML texts then self-organizes into ecosystems of texts and data categorized in IEML will self-organize according to their semantic relationships and differences.

This is the original series created in 2004 for the Military Intelligence Academy in Italy, where Carol Dumaine then on active duty with CIA also offered two excellent lectures rooted in her Global Futures Partnership concept. I sense that the tide is turning — there is now a willingness among some policy makers and select senior professionals to reconsider their premises and their processes. In 1995 Bob Gates spoke immediately after me at a French national conference. After my remarks he strode up to the podium, sniffed, and said “I'm not going to touch that.” Today Bob Gates sounds like me — I find that both troubling and interesting. If ever America needed intelligence with integrity, now is that time.

Jack Davis: Role of the Intelligence Professional — Doctor, Lawyer .. Teacher … Priest?

Jack Davis, dean of analysts and integrity czar for the CIA, was recognized today with a lifetime achievement award from the International Association for Intelligence Education (IAIE), Dr. Bill Spracher Chapter Chair presiding. After laudatory anecdotes from several senior members, Jack offered a few comments centered around his learning over time that intelligence professionals must not only be doctors to the policy client, but lawyers as well. Implicit in his remarks and his lifetime of service as a trusted briefer was a third role, that of  teacher. During the Q&A he was asked about a fourth role, positing a corrupt government, that of priest.

Using Flash Crowds to Automatically Detect Earthquakes & Impact Before Anyone Else

It is said that our planet has a new nervous system; a digital nervous system comprised of digital veins and intertwined sensors that capture the pulse of our planet in near real-time. Next generation humanitarian technologies seek to leverage this new nervous system to detect and diagnose the impact of disasters within minutes rather than hours. To this end, LastQuake may be one of the most impressive humanitarian technologies that I have recently come across. Spearheaded by the European-Mediterranean Seismological Center (EMSC), the technology combines “Flashsourcing” with social media monitoring to auto-detect earthquakes before they’re picked up by seismometers or anyone else.
