Nuclear Plants have not been designed for being flooded by tsunami nor for earthquakes of the sort anticipated in the near-term.
Levees all across America–and perhaps in other parts of the world–have not been designed for “heavy weather” of the sort that destroyed the largest “conventional” levee protecting the city of New Orleans.
This is a short-coming that will ultimately be fatal for more than one community, and it is not being corrected by anyone.

Organised crime is changing and becoming increasingly diverse in its methods, group structures, and impact on society, reveals Europol’s 2011 Organised Crime Threat Assessment (OCTA), published today.
The bi–annual report, which assesses current and expected trends in organised crime affecting the European Union, explores how a new criminal landscape is emerging, marked increasingly by highly mobile and flexible groups operating in multiple jurisdictions and criminal sectors.
The report highlights the fact that criminal groups are increasingly multi–commodity and poly–criminal in their activities, gathering diverse portfolios of criminal business interests, improving their resilience at a time of economic austerity and strengthening their capability to identify and exploit new illicit markets. Activities such as carbon credit fraud, payment card fraud and commodity counterfeiting attract increasing interest due to a lower level of perceived risk.

Phi Beta Iota: This is the executive summary paragraph that resonates with us:

When confronted with a new idea, do you:
Calling it out when you see it might give your team the strength to make a leap.

We use technology because we don't have anyone trained to do the “on the ground” job. DIA says no to anyone staying in place for five years (they might go native) so we never develop the level of expertise the Brits had…..native would answer General Flynn's questions…..
Weird, Birdlike Mystery Drone Crashes in Pakistan
Spencer Ackerman
WIRED, 29 August 2011
It looks a bit like silver bird. It probably was used to spy on insurgents. And now it’s in the hands of the Pakistanis.
WIRED editor-in-chief Chris Anderson flags pictures of an unusual, unfamiliar drone that reportedly crashed crashed over southwestern Pakistan late last week. It’s a surveillance drone, with a camera attached — recovered from the crash but not apparently visible in this photo — rather than the larger, deathly flying robots that shoot missiles. This one looks tiny, with a wingspan not much longer than a man’s outstretched arms, and clearly light enough for a grown man to carry.

There are two graphics we recommend. The first is the general map of the post-flood future for the world centered on the USA. The second is a map of all levees in the USA, all subject to natural over-ride.
