The United States government has apparently struck a blow against the Iranian nuclear enrichment capability by using Stuxnet to disable centrifuges.   While this cyber weapon destroyed centrifuges and seized up the enrichment process, the cost in American cyber power ultimately will not have been worth these limited gains.

On the plus side, the United States has struck against some of the world’s most terrible organizations working towards the world’s most horrible weapons.  If the Iranians ever did build and use a nuclear weapon, we would have regretted missing any chance to disrupt that process.  Given the implications, it is understandable that two US presidents authorized and continued a covert program of cyber force to disrupt Iranian nuclear ambitions.

However, not all good ideas, and even fewer covert ones, should be executed.   Though it did not cause any physical damage outside of the intended target of Iranian enrichment plants, Stuxnet somehow sprung loose from its intended target and spread in computers – and headlines – around the world.  And this leak (along with those from the White House) led to the many downsides.

Few in the world will ever believe the peaceful motives of the United States in cyberspace again, giving us even less leverage to ensure this new cyber dimension develops in a way encompassing America’s wider economic and security interests.

Cyberspace is “the backbone that underpins a prosperous economy and a strong military and an open and efficient government,” according to President Obama.  Because of this importance, not much more than a year ago, the president committed the United States to “work internationally to promote an open, interoperable, secure, and reliable” cyberspace “built on norms of responsible behavior.”  He wrote that, “While offline challenges and aggression have made their way to the digital world, we will confront them consistent with the principles we hold dear: free speech and association, privacy, and the free flow of information.  The digital world is no longer a lawless frontier … It is a place where the norms of responsible, just and peaceful conduct among states and peoples have begun to take hold. ”

Stuxnet was not an act of peaceful conduct.

The Pentagon has concluded that the act of sabotaging U.S. computers by another country may constitute an act of war against the United States. This conclusion opens the door for the United States to respond to such cyber sabotage by using traditional military force. The Pentagon’s first formal cyber strategy, unclassified portions of which will become public next month, is an early attempt to come to terms with a changing world in which hackers could pose as significant a threat to U.S. nuclear reactors, electric grid, or pipelines as a hostile country’s military.

Phi Beta Iota:  Apart from the fact that Stuxnet was an Israeli production (quote from the 1990's: “When the Israeli's catch a hacker, they give them a job; when the US catches a hacker they throw them in jail”), the insanity of the White House taking credit for Stuxnet becomes all the more outrageous in light of the certain sensibility of the Pentagon statement.  Sadly, the brainpower at the top of the US pyramid of power seems to be both very limited and very myopic–these people cannot think holistically or strategically, or they would realize that cyberspace has no borders, and irresponsibility with respect to cyber-soundness has consequences.

               Thank you, Tom, for that introduction.  It was almost exactly a year ago today that my former boss, Secretary Gates, spoke to you on the eve of his departure as Secretary of Defense.  In looking back on his tenure as Secretary, he chose to highlight two major themes.   The first was his effort to turn the tide in Iraq and Afghanistan.

He spoke to you about his laser-like focus on delivering urgent battlefield needs to the warfighter in Iraq and Afghanistan.  When Secretary Gates first hired me in 2009, he told me that the “country’s at war, Ash, but the Pentagon is not.”  My job, he explained, was to help him get the Pentagon onto a war footing, especially in acquisition technology and logistics, the part that I was about to take over.

And that has been my focus as well as his, first as AT&L and now as Deputy Secretary of Defense. Under his leadership, we set up a fast lane to get urgent requirements onto the battlefield unhindered by the bureaucracy. We needed better persistent ISR, he said, as did General Petraeus, General Mattis, General McChrystal, General Austin, General Allen.  So we worked hard to deliver capabilities like Aerostats with wide-area lenses, and more UAVs, including small UAVs that could be operated by a patrol along their line of march.

On the Second Anniversary of the Gaza Freedom Flotilla, Turkish Court Indicts Senior Israeli Military Officials in Murders of Nine Passengers

Two years ago I was a passenger on the first Gaza Freedom Flotilla which was sailing to break the Israeli naval blockade of Gaza. I watched from a small boat called the Challenger 1, as a much larger boat, the Mavi Marmara, with almost 600 passengers, was brutally attacked by the Israeli Defense Forces (IDF) commandos. 30 minutes later, our boat was attacked.

Using snipers from helicopters Israeli commandos shot many of the passengers on the exposed top deck of the ship. Other commandos in boats fired live ammunition, as well as percussion grenades, into all levels of the ship. As commandos repelled down from helicopters and boarded the ship, they executed at point blank range 5 passengers, including a 19 year old American citizen Furkan Dogan, whose body had five bullets including one to the back of his head. 9 persons, 8 Turkish citizens and one American citizen, were murdered and 50 others were wounded. One severely wounded Turkish man later died after being in a coma for many months.

Each of the six ships in the flotilla was attacked by IDF commandos. Passengers on the ships were shot with tasers and beaten by commandos. Potentially lethal paintballs were shot into the faces of passengers narrowly missing eyes and soft parts of the skull.

Cyberthreats turn into megabucks for defense companies

As Congress boosts spending on cybersecurity and mulls over new data safety requirements on private industry, some companies stand to get rich.

Lockheed Martin, Boeing, Northrop Grumman and other defense and tech companies have been lobbying Capitol Hill about the growing cyberthreats to national security and corporate America, but they also make millions of dollars each year selling a variety of cybersecurity programs, tools and solutions to government and business.

Some lawmakers say the legislative push has spawned a “cyber-industrial complex.”

“I believe these bills will encourage the development of an industry that profits from fear and whose currency is Americans’ private data,” said Sen. Ron Wyden (D-Ore.), speaking on the Senate floor last week in opposition to pending cybersecurity legislation. “These bills create a cyber-industrial complex that has an interest in preserving the problem to which it is the solution.”

The online threats of the digital age — stolen state secrets, hacked personal computers and more — may pose serious, real and novel challenges to the federal government and private sector alike.

But the reaction to those threats has been far more old school: Companies in several different industries are aggressively playing the legislative lobbying game as part of their larger market strategy.

And it’s paying off in millions of dollars of federal contracts alone.

The US President's Hit List or “Death by PowerPoint”

Last Friday, I wrote a post on how:

– US national security agencies increasingly use computerized analysis of collected data to designate a person as an enemy combatant.

– The US currently uses non-judicial Presidential “hit lists” to simplify the killing of people (including US citizens) designated as enemy combatants.

– The US is rapidly increasing its use of drones to kill enemy combatants nearly anywhere in the world 24x7x365.

The scary part is that the combination of these trends is the path of least resistance to an automated totalitarianism.

For those of you out of the loop on what is going on, it probably seemed to be a bit of a stretch.  Particularly, the idea that the President could put American citizens on a military hit list without going through a judicial process.
