Playing the Blues: A Professional Peacekeeping Force for an Age of Violent Extremism

What is the solution? It is time for the United States to push for the creation of a standing U.N. Peacekeeping Force. This proposal offers three major advantages. First, it would reduce the need for national contingents from willing nations in high risk scenarios. Second, it would facilitate the professionalization of a force that specializes in complex contingencies and is trained, organized, and equipped for sustained peacekeeping missions. Reliance upon volunteers who are committed to the mission, prepared to comply with international law, and are dedicated to the expectation for protecting civilians and enforcing U.N. mandates would be a clear improvement. Third, the deployment of a dedicated force of professionals would eliminate the political repercussions now faced by national leaders when their units are attacked and sustain fatalities. Multinational units comprised of highly trained volunteers would minimize the risks faced by political leaders who would not be held accountable at the ballot box for casualties.

This report examines the 14-year experience of U.S. special operations forces in the Philippines from 2001 through 2014. The objective of this case history is to document and evaluate the activities and effects of special operations capabilities employed to address terrorist threats in Operation Enduring Freedom — Philippines through (1) training and equipping Philippine security forces, (2) providing operational advice and assistance, and (3) conducting civil–military and information operations. The report evaluates the development, execution, and adaptation of the U.S. effort to enable the Philippine government to counter transnational terrorist groups.

Any successes Operation Enduring Freedom-Philippines (OEF-P) may have achieved rest on five pillars. First, a thorough strategic to tactical assessment that informed the strategy and campaign plan, as well as continued assessment throughout the duration of the mission. Second, a deep understanding of unconventional warfare, and the ability to counter it with what is known as “foreign internal defense.” Third, established, long-term relationships and a sustained commitment over time by the U.S. military and U.S. country team. Fourth, respect for host-nation sovereignty and effective interagency collaboration. And fifth, support from conventional forces in key areas such as intelligence, communications, logistics, engineering, medical, aviation and additional personnel for individual staffs.

Seven National Security Talking Points for the Presidential Debate Cycle

  1. Grand Strategy. America does not have a Grand Strategy – a review of all threats and all policies and all costs – together. The last grand strategy review was Project Solarium under President and former General Dwight D. Eisenhower. What we have done since then is spend money without accountability. There are ten high-level threats to humanity starting with Poverty, Infectious Disease, and Environmental Degradation. Among the neglected critical policies are those dealing with Agriculture, Energy, and Water.

If I am elected President I will personally lead a Grand Strategy Summit.
