Phi Beta Iota: This is a brilliant piece of work, precisely what we should have been doing from 1988 onwards.  It is probably too late only because the US Government is incapable of a 180 degree turn that puts two Berlin Airlifts in motion, one to Afghanistan and one to Iraq, with each redirected to Somalia, Sudan, and Yemen as the process moves forward.

Phi Beta Iota: This document, in three parts (over 300 pages, Part I is the Executive Summary and front matter) is dated 1 September 2005 and was prepared for the Office of Net Assessment in the Department of Defense (US).  It has not gotten the visibility it merits.  It is very unusual for a living person to have a Wikipedia page, regardless of whether one agrees with the author on varied points, this marks her as a person of influence whose views must be considered.

Phi Beta Iota: We have been highlighting our couinterintelligence deficiencies since the 1990's, primarily focused on the need for religious counterintelligence, but also on the need to recognize that sub-state and non-state groups are legitimate threats in and of themselves.  Today the US military it thoroughly penetrated by multiple networks from Opus Dei and the Mormons to radical Islamics and plain street gangs happy to not only receive advanced training, but access to easily stolen weapons–one of the dirty little secrets of the US military is how little control it has over the primary weapon of mass destruction on the planet, small arms (which we also like to sell liberally to anyone with cash and especially dictators).

Phi Beta Iota: Blessed commons sense from a Captain and intelligence professional in the U.S. Army.  When we first entered Iraq we were told to avoid the immams and tribal chiefs, and this wasted at least four years of key leader engagement.  Neither the secret world nor the military “Human Terrain Team” program have gotten a grip on cultural intelligence or a coherent holistic matrix for strategic, operational, and tactical exploitation of political-legal, socio-economic, ideo-cultural, techno-demographic, and natural-geographic Essential Elements of Information (EEI).  We still have not integrated provincial team civil reporting with military tactical reporting, and still have both hugh gaps and costly overlaps.  This monograph, this captain, are the tip of the spear not just in leadership engagement, but in reconcilation–there is a reason why “truth” is included “Truth & Reconciliation Commission.”  BRAVO ZULU.
