Perhaps the most enduring feature of US foreign policy is a self-righteous sense of divine mission blinds the Orientations of its self-referencing practitioners to the real world consequences of their Decisions, and Actions. Their missionary zeal makes their outlooks impervious to the corrective effects negative feedback from the real world. Put simply, with a few exceptions, our foreign policy elites have evolved a long-term blockage in their Orientation that prevents them from LEARNING from their mistakes, regardless of whether those mistakes evolved out of conflating the impulses of nationalism with the pretensions of a global communist “threat” (e.g., Mossadegh in Iran,Vietnam, etc.) or with a world wide “threat” of Islamic militancy (e.g., using the war on terror to invade Iraq or wage war in Afghanistan and Pakistan by confusing the nationalism of Saddam Hussein and the Taliban with the global pretensions of a criminal gang of Sunni Salafi fanatics ), or by conflating the national interests of Israel with the national interests of the United States.

The U.S. alliance of convenience with Sunni Salafis eastern Libya to effect a regime change is only the latest case study of the blowback (re: in Mali and now the assassination of the US ambassador) that results when arrogance of ignorance* shapes a policy to meddle in the affairs of others.

So you might ask: Has our self-styled elite learned anything from its Libyan misadventure? One need only to look at Syrian civil war to answer to this question.

NIGHTWATCH: Financial Risk for the Few versus Life Risk for the Many

Greece: The General Confederation of Employees of Greece and the civil servants' union federation declared a 24-hour nationwide strike on Wednesday in protest against the finalization of the new package of austerity measures demanded by Greece's creditors.

Tens of thousands of protesters demonstrated outside Greece's parliament on 26 September against austerity measures. The strike included doctors, teachers, tax workers, ferry operators and air traffic controllers. The Greek government is looking for ways to cut 11.5 billion euros ($14.7 billion) from the country's budget.

Comment: The economic hardships and austerity measures carry the risk of a breakdown in civil order. The key indicator of a spreading, unmanageable breakdown is the duration of protests. Thus far they have been short lived in Spain and Greece.

The international media has suggested the Eurozone crisis is now on a more stable trajectory. The protests suggest otherwise. European bankers and financial experts continue to fail to distinguish financial risks from real threats. There will be more outbreaks of civil disorder and more violent clashes.

Phi Beta Iota:  We now know that financial assets inflated seventeen times verus the five times normal inflation (under a corrupt Federal Reserve) for physical assets.  We now know that the financial mandarins and “control fraud” on the part of various governments has led to the internal looting of European Union and Americas commonwealths.  Spain will be the next to collapse because the Spanish government has resolutely refused to consider the Iceland example.  It is difficult to stop doing the wrong thing righter, we know this.  Prospects for the USA in 2013-2014 are terrible.  This is particularly troubling since there is nothing wrong with the USA that could not be fixed rapidly with the restoration of intelligence and integrity to governance.

Japan: Japan has sovereignty over the disputed Senkaku Island and will not come to a compromise that would represent a retreat from that position, Japanese Prime Minister Yoshihiko Noda said 26 September, after attending the U.N. General Assembly session.

Comment: Noda's statement guarantees future confrontations with the Chinese. No one in Asia will thank China if its assertions of sovereignty ignite Japanese militarism again. China did not fare well in the last test of strength with Japan over regional hegemony. Japan has the most advanced armed forces… self-defense forces … in Asia.

Phi Beta Iota:  To the side is China's view of the world with China centrally located.  Note that in this view the Pacific is a Chinese lake and Central Asia are convenient land-linked resource parks.  Anyone who understands China and pays attention to demographic developments will immediately surmise that any conflict over “near” islands is a bargaining chip with respect to “far” islands.  The far islands are Singapore, Fiji, Indonesia or a portion of Indonesia, and Argentina.  China is probably also planning a demographic take-over of Siberia, doing to Russia what Mexico has done to the USA, eventually (in 100 years or so) claiming a path to the Arctic.  Singapore's Minister-Mentor Lee Kuan Yew was once called “the greatest Englishman in all Asia.”  We believe that in 100 years he will be considered the greatest Chinese agent of influence in modern history, in the most positive sense.  Americans are simply not capable of thinking this deeply about anything, nor do Americans bring to bear long-term integrity or a holistic perspective.

Robert David Steele: The Open Source Everything Manifesto

A few months ago we were approached by Robert David Steele, pitching his book “The Open Source Everything Manifesto”. He came to us because our name, Open Spectrum. Apparently it  resonated with the message he has spent the last decade putting forward.

At first, I wasn’t sure what to make of him. My first thoughts were of a crackpot, conspiracy theorist bent on pushing his own agenda of how “The Man” is bringing us down.

I was wrong. Very wrong.

The former CIA spy, professional Intelligence Officer and second-ranking civilian in the Marine Corps Intelligence agency had an epiphany in 1988 that the current state of governmental “intelligence” has been a failure. In his opinion, the quality of information that comes from open and transparent collaboration is far superior and has the public interest truly in mind.

Reading through this small but incredibly complex book is like a minefield of political and economic awakenings. If I wasn’t already educated (and disgusted) with the current state of political affairs, the ideas put forward in Steele’s book might have seemed too good to even be possible in today’s climate.

Deadly Attack in Libya Was Major Blow to C.I.A. Efforts

WASHINGTON — The attack in Benghazi, Libya, that killed Ambassador J. Christopher Stevens and three other Americans has dealt the Central Intelligence Agency a major setback in its intelligence-gathering efforts at a time of increasing instability in the North African nation.

Among the more than two dozen American personnel evacuated from the city after the assault on the American mission and a nearby annex were about a dozen C.I.A. operatives and contractors, who played a crucial role in conducting surveillance and collecting information on an array of armed militant groups in and around the city.

“It’s a catastrophic intelligence loss,” said one American official who has served in Libya and who spoke on the condition of anonymity because the F.B.I. is still investigating the attack. “We got our eyes poked out.”

Phi Beta Iota:  We can only shake our heads in sadness.  There are a few extraordinary Non-Official Cover (NOC) officers, but they are the exception rather than the rule.  CIA is incompetent at clandestine and covert operations.  This has been known since at least 1992, but has only become more and more evident since 9/11.  CIA is not only addicted to official cover as a simple bureaucratic solution totally at odds with its mission, it is demonstrably incapable of learning how to do non-official cover.  Of the 21 companies it created when it was flush with money (so flush it now pays domestic housing allowances and reportedly also gives SES bonuses on a quartely basis), it has been forced to close 20 of them.  Our internal view is that CIA was taken out as a Mossad initiative, and more CIA stations will be rolled in the Middle East in the next few months, always via false flag attacks.  CIA has no Plan B.  DIA is incapable of being Plan C, and SOCOM's “push ups done silently” are frightening in their naivete.  CIA, DIA, and SOCOM still do not “get it.”
