I conceptualized this book with help from Tom Atlee and George Por, but after discovering Mark Tovey, a Canadian PhD student exploring the intersection of Collective Intelligence (not yet an accepted academic discipline) and Cognitive Science (very scientific, not properly addressing the humanity of it all), I turned the book over to him and he literally doubled the content, added organizational coherence I would not have been capable of, and created the first book in the new discipline of Collective Intelligence.

This is also the first book published under the banner of Earth Intelligence Network, a 501c3 Public Charity developing public intelligence in the public interest.  We are especially focused on the EarthGame developed by Medard Gabel, who created the World Game with Buckminster Fuller, believing that in such a Serious Game we can achieve both a fully-informed public and the ability to self-govern at the line-item level as active members of multiple communities–Panarchy instead of Anarchy, with Zero Waste.

Congressman Rob Simmons (R-CT-02) lost by eighty-three votes in 2006.  A retired U.S. Army Colonel who pioneered Open Source Intelligence (OSINT) and whose service on the House Committee for Homeland Security focused on the urgency of greating public intelligence useful to our state, county, municipality, and tribal leaders, his defeat came in part because two editorial boards in his district turned against him with the tide of the times, completely unaware of his very big ideas.  This book, published in 2006, was distributed to every member of the House by his staff, and to every Senator by my staff, and we can now be quite certain that not a single Member every actually read this book (just as they do not actually read the legislation they vote on such as the Patriot Act).  To read Congressman Simmon's Forword only, click on his photo below.

I have learned a great deal from colleagues at the U.S. Special Operations Command.  Their most memorable lesson is captured in the following quotation from a person who in my mind represents the very best intellect and ethics that command has to offer:

“Secret intelligence is 10% of all-source intelligence, and all-source intelligence is 10% of Information Operaitons (IO).”

I have long known that acquisition and logistics are the red-headed step-children of the global defense community, and long realized that we create force structure without regard to the actual threat or the actual geospatial conditions in which we will be waging war and peace, but with this book I attempted to address the totality of our information needs in relation to strategic planning and programming for Whole of Government operations, not just military operations.  I also believe that we have failed to develop decision support as well as IO capabilities relevant to cdost avoidance, burden sharing, and leveraging opportunities for creating a prosperous world at peace.

With a tip of the hat to the Netherlands Intelligence Studies Association and the Netherlands Defence College who hosted the most original conference on this topic ever, butdid not plan a book, I stepped in to meet the need for such a book.  I learned from this group, especially from  co-editors Ben de Jong and Wies Patje, and General Patrick Cammaert, RN NL (featured on the cover, in blue uniform) .

The United Nations continues to lack organic decision-support (the same is true of NATO).  Being dependent on Member states that either do not invest in decision-support to begin with, or if they do, focus almost exclusively on secret sources and methods, is a certain prescription for issuing uninformed strategic mandates, poorly-devised force structure requets, dangerous tactical rules of engagement, and insufficient technical authorizations.

The book includes excerpts from the Brahimi Report and a Leadership Digest for Peacekeeping Intelligence.

2020: It just kills me to have wasted decades wandering in the wilderness (but I did learn a lot no one in the US IC has a clue about).  I am praying for a second chance to help our government get it right under President Trump.

Foreword by Senator David Boren (D-OK), whom I helped with the National Security Act of 1992, and now the President of one of my educational passages, the University of Oklahoma. The Act was blocked by Senator John Warner, who feared losing jobs in Virginia. This is how I learned that transformation and reform must always be job and revenue neutral across all sub-state political boundaries.
