Executive Summary

America's intelligence agencies should devote their resources to the most serious security threats, principally international terrorism and adverse political trends. Instead, the Clinton administration has diverted the intelligence community to economic espionage.

The economic espionage mission is based on faulty assumptions and damages relations with governments whose cooperation we may need in dealing with significant security threats. Indeed, Washington's use of the Central Intelligence Agency for economic spying has already led to ugly incidents with Japan and France. The focus on commercial espionage also creates a myopic perspective from which developments such as massive corruption in another country are seen as merely economic factors, rather than harbingers of political instability.

There are more than enough bona fide security problems in the world to command the full attention of the intelligence community. The most serious is international terrorism. Penetrating and neutralizing shadowy and secretive terrorist organizations will pose a daunting task for the intelligence agencies. There are also disturbing political trends that warrant close scrutiny, including the continuing turbulence in Russia; China's emergence as an assertive, if not abrasive, great power; and early signs of a Beijing-Moscow axis motivated by hostility toward the United States.

It is essential, not only that the intelligence agencies focus their efforts on such actual or potential security problems, but that policymakers listen to the agencies' assessments, especially when those assessments raise questions about the wisdom of current U.S. policy. Unfortunately, the Clinton administration all too often seems indifferent if not hostile to such valuable early warnings.

Phi Beta Iota:  There are some gems in here, for example, the US policy of demanding weak encryption in commerce so NSA does not have to work hard, only stupid.  NSA is a monstrous tragic comedy, an expensive albatross that corrupts US intelligence in the extreme.  The essay is wrong-headed on other point, not least of which is the raw fact that what our politicians and appointed policy people do every day in the way of treason against the public interest is THE greatest threat to the Constitution and the Republic.

Mexico City Opens “C4I4″ Public-Surveillance Intelligence Center

There are 13,000 surveillance cameras dispersed across this megalopolis, capturing everything in view, in real time and around the clock.

The cameras peek at streets and people from the tops of light poles, inside buses and over subway platforms, watching in the name of public safety.

The local government, headed by Mayor Marcelo Ebrard, this week unveiled an intelligence center where all these video feeds are monitored. It is a state-of-the-art “integrated” hub with a name that sounds like a futuristic space vessel: the C4I4.

Speaking inside the building’s circular nerve center — where 600 video screens carried scenes of residential streets and choked intersections — Ebrard told reporters that the C4I4 is one of the largest and most advanced public-safety command centers in the world.

Phi Beta Iota:  Only  the Mexicans could out-do the US Air Force in Gorgon Stare foolishness.  This is a classic example of doing the wrong thing righter.  While C4I4 is clever (command, control, communications computing, intelligence, integration, information, invetigation) is also industrial-era thinking.  M4IS2 and the eight tribes, open source everything, are the new new thing, and since Western governments are not going to give up their delusion that they are governing, they will be the last to enjoy the benefits of hybrid governance that routes around governments and harmonizes outcomes on the basis of shared information.

What a stark difference from the Tea Party movement. Patriots holding American flags have orderly events with poignant messages about liberty and freedom and then leave in an orderly fashion. Contrast that with the Occupy Wall Street miscreants! Arrests, rapes, flag burnings, pro-communist chanting, garbage, incessant drumming, filth, profanity and lots and lots of losers who still don’t really know why they’re there!

Phi Beta Iota:  We find this upsetting and disgusting.  Mindful of the protection of free speech, and mindful of the deep legitimate grievances that most (99%) of US citizens and even global citizens have against what the US Government has done in our name, the flag does not represent the US Government, it represents We the People.  Occupy Wall Street (OWS) is a mix of four parts: anarchists and undercover provocateurs; local only; alternative direct democracy; and electoral reform act and other tangible change agents seeking a national unity approach.  OWS is already facing twin challenges from police departments over-funded by the Department of Homeland Security (using borrowed money), and a massive corporately-funded disinformation campaign seeking to cast them as irresponsible and even dangerous.  As a movement, we find OWS to be as responsible as it is possible to get–they have the intelligence and the integrity that the US Government lacks.  However, they have not learned the art of counter-intelligence and internal security, and will continue to suffer from this kind of gratuitous and totally uncalled for stomach-turning crap (pun intended).

Below is an excellent interview with Anthony DiMaggio in Counterpunch.  DiMaggio author of The Rise of the Tea Party, due out in November 2011. He uses the “propaganda model” developed by Noam Chomsky and Edward Herman in their book Manufacturing Consent to document and explain the Tea Party’s organizational dynamics for manufacturing dissent, and he compares these dynamics to those of the Occupy Wall Street movement.

Before reading the interview, consider please the following: The forces powering the rage of the Tea Party — the stagnation of incomes and the increasingly unequal distribution of income — were around long before the Tea Party erupted on the national scene.

That the distribution of income had shifted in a very fundamental way toward the wealthy and especially the super-wealthy at the expense of the bottom 80% of the working population was clearly demonstrated in a classic study by Emanuel Saez and Thomas Piketty (Quarterly Journal of Economics, February 2003, updated in 2009), and subsequently confirmed by many other others, including just last week, on 25 October 2011, by the Congressional Budget Office.

It has also clear for years that inflation-adjusted wage growth that underpinned the improved living standards of great American dream machine sputtered out during the 1970s (see chart below).

So, it is simply beyond dispute that a fundamental change in the income distribution has taken place since the late late 1970s.  That change is also correlated with the wave of deregulation, tax cutting, defense spending increases (with a slight interregnum following the Soviet Union’s collapse), and deindustrialization/globalization that took off after 1980 during the Reagan Administration and accelerated during the Clinton and Bush II Administrations.

Some fans as well as critics describe “Democracy Now!” as progressive, but Ms. Goodman rejects that label and prefers to call it a global newscast that has “people speaking for themselves.” She criticized networks in the United States that have brought on professional pundits, rather than actual protesters, to discuss the Occupy protests.

Last week, no United States television network covered the filing of a lawsuit in Canada by four men who said they had been tortured during the Bush administration and who are seeking Mr. Bush’s arrest and prosecution. But one of the men, Murat Kurnaz, a former prisoner at Guantánamo Bay, was interviewed at length by Ms. Goodman and her co-host, Juan Gonzalez.

Phi Beta Iota:  Now that the rest of the world has seen that the US Courts are generally corrupt and will not entertain law suits against those that led the US to an elective war costing trillions and including crimes against humanity at multiple levels, we anticipate a flood of law suits against George W. Bush, Dick Cheney, Donald Rumsfeld, and Paul Wolfowitz, among others.  As committed as we are to Truth & Reconciliation (with presidential pardons when full truth has been offered to the public by the individual concerned) we fear that absent a restoration of integrity to the electoral process and to the US Government in the 2012 elections, we are in for a decade of revenge against specific individuals and specific banks now known to have betrayed the public trust.
