Pfc. Bradley E. Manning's Statement for the Providence Inquiry

For more information on the lack of public and press access to United States v. Pfc. Manning, visit the Center for Constitutional Rights, which filed a petition requesting the Army Court of Criminal Appeals (ACCA) “to order the Judge to grant the public and press access to the government's motion papers, the court's own orders, and transcripts of proceedings, none of which have been made public to date.”

The statement below was read by Private First Class Bradley E. Manning at the providence inquiry for his formal plea of guilty to one specification under Article 92 with a substituted time frame for the offense, and nine specifications for lesser included offenses under Article 134. He pled not guilty to 12 other specifications. This transcript was taken by journalist Alexa O'Brien at the Article 39(a) session of United States v. Pfc. Bradley Manning on February 28, 2013 at Fort Meade, MD, USA.

Pfc. Bradley Manning: Yes, your Honor. I wrote this statement in the confinement facility. Start now. The following facts are provided in support of the providence inquiry for my court martial, United States v. Pfc. Bradley E. Manning.

Personal Facts.

I am a twenty-five year old Private First Class in the United States Army currently assigned to Headquarters and Headquarters Company, HHC, US Army Garrison (USAG), Joint Base Myer, Henderson Hall, Fort Meyer, Virginia.

My [exodus?] assignment I was assigned to HHC, 2nd Brigade Combat Team, 10th Mountain Division at Fort Drum, NY. My primary military occupational specialty or MOS is 35 Foxtrot intelligence analyst. I entered active duty status on 2 October 2007. I enlisted with the hope of obtaining both real world experience and earning benefits under the GI Bill for college opportunities.

Physicists Tie Fluid Into a Knot

The vortex knot was first theorized a century ago, but only created in a lab this year.

Physicists at the University of Chicago have created a vortex knot in a lab environment, a feat which has been theorized for a century but had never been successfully attempted. Creating a vortex knot is, according to a University of Chicago press release, “akin to tying a smoke ring into a knot.” Physicists have been puzzled as to why a vortex knot isn't a stable phenomenon, in theory it should be, but in practice they stretch themselves out and break up. The stretching culminates in a reconnection event, where loops elongate, circulate in opposite directions, and then collide. As they collide, parts of the vortices annihilate other parts – unlinking and unknotting the vortex. All of this is sounds very complex, but in reality is a matter of forces smashing into each other and cancelling each other out. The researchers' findings in creating a knot are relevant to many fields, and could lead to advances in turbulence, plasma physics, ordinary fluids, and exotic superfluids – where knots likely appear, but are difficult or impossible to observe.

Speaking to diplomats, businessmen and journalists at the British Foreign Office in November, President Susilo Bambang Yudhoyono of Indonesia emphasized the need for ā€œnorms and principlesā€ in resolving disputes in the South China Sea. Why did President Yudhoyono, who was spending a week in London at the invitation of Queen Elizabeth II as the first leader to visit Britain during the year of her Diamond Jubilee, feel that he had to bring up the South China Sea disputes at such a time?

After a member of the audience asked what Indonesia, the leading nation in the Association of Southeast Asian Nations (ASEAN) could do if China did not share his views, President Yudhoyono recalled what he had said to Chinese Premier Wen Jiabao at a summit conference in Bali and again to Chinese President Hu Jintao at a meeting in Beijing: without forward movement on a Code of Conduct (CoC) for the South China Sea, the whole region could ā€œeasily become a flashpoint.ā€ He added that the two Chinese leaders had concurred with his assessment.

President Yudhoyono added, however, that he had become quite concerned after ASEAN foreign ministers failed to reach a CoC agreement at a meeting in Cambodia in July 2012. He did not mention the role played by China in getting the Cambodian government to sabotage the pact. He only said that since then, Indonesia has done its utmost to bring about a consensus among ASEAN nations on the issue. He also did not mention the fact that at an international conference on ā€œPeace and Stability in the South China Sea and the Asia Pacific Regionā€ held in Jakarta in September, most of the participants expressed pessimism as long as China continued to exert military and economic power in area within the U-shape line demarcating its self-declared zone of sovereignty.

Today, in Kenya, PeaceTXT is building the defenses of peace out of text messages (SMS). As The New York Times explains, PeaceTXT is developing a ā€œtext messaging service that sends out blasts of pro-peace messages to specific areas when trouble is brewing.ā€ Launched by PopTechĀ in partnership with the Kenyan NGO Sisi ni Amani (We are Peace), the Kenyan implementation of PeaceTXT uses mobile advertising to market peace and change men’s behaviors.

Conflicts are often grounded in the stories and narratives that people tell them-selves and in the emotions that these stories evoke. Narratives shape identity and the social construct of reality—we interpret our lives through stories. These have the power to transform or infect relationships and communities. As US-based PeaceTXT partner CureViolence (formerly CeaseFire) has clearly shown, violence propagates in much the same way as infectious diseases do. The good news is that we already know how to treat the later: by blocking transmission and treating the infected. This is precisely the approach taken by CureViolence to successfully prevent violence on the streets of Chicago, Baghdad and elsewhere.

The joint-service F-35 strike fighter is the Pentagon's largest program. In fact, it is the most expensive procurement program in the Pentagon's history. Ā It is also an unfolding disaster that is well documented, but of almost unimaginable proportions. Ā And yet, the F-35 is impervious to budget cutbacks in sequesterland. Ā Not surprisingly, among the cognoscenti of gold-plated boondoggles, the F-35 is not only a source of cynical humor, it is rapidly Ā becoming the mother of all case studies of the pathologies that fuel the Pentagon's gold-plated boondoggles.

Perhaps the most egregious of these pathologies is the practice of concurrent engineering and production, a practice from which all bad things flow.

Concurrency refers to the practice of placing a complex hi-tech weapon system into production, before it is completely designed. Ā  Known in the Pentagon as “buy before you fly.” It is the opposite of commonsens engineering, yet concurrency has been business as usual in the Military – Industrial – Congressional Complex for many years, Ā the problem-plagued F-111 and C-5 Ā in the 60s, and more recently the V-22 tilt rotor and the F-22 fighter being cases in point.

Why do we repeat a madness that both robs the taxpayer and puts defective weapons in the hands of soldiers year after year?
