India-Afghanistan: Indian Minister of External Affairs Slaman Khurshid said on 15 February that India will provide helicopters to Afghanistan.

“We are giving them helicopters and we will be supplying them very soon,” Khurshid told reporters accompanying him on a day-long visit to the Afghan city of Kandahar, where he inaugurated an agricultural university built with Indian aid. “We also have been giving them some logistical support and we hopefully will be able to upgrade and refurbish their transport aircraft.”

Khurshid did not specify the number or type of helicopters to be provided to Afghanistan. Nor did he elaborate on transport aircraft contracts.

Germany, France to mastermind European data network – bypassing US

Angela Merkel and Francois Hollande will review plans to build up a trustworthy data protection network in Europe. The challenge is to avoid data passing through the US after revelations of mass NSA spying in Germany and France.

Merkel has been one of the biggest supporters of greater data protection in Europe since the revelations that the US tapped her phone emerged in a Der Spiegel news report in October, based on information leaked by former NSA contractor Edward Snowden.

Earlier, France learned from reports in Le Monde that the NSA has also been recording dozens of millions of French phone calls, including those of the French authorities. According to the report, in just one month between December 10, 2012 and January 8, 2013, the NSA recorded a total of 70.3 million French phone calls.

Baidu, Chinese Search Engine Company Expands Into New Markets

The article on ITWorld titled China’s Baidu Testing Search Engines for Brazil, Egypt, Thailand explores the ambition of China’s premier search engine. For some years the company has contemplated moving beyond China, and in 2008 began targeting Japan. Now they are readying to move into Egpyt, Thailand and Brazil, although the search sites are still currently in the internal testing phase according to Baidu spokesman Kaiser Kuo. The article explains,

“The three sites can be found at www.baidu.com.eg, www.baidu.co.th, www.baidu.net.br and are designed in the local language of each market. In addition to a search bar, the landing pages to the sites offer direct links to popular services such as Facebook, YouTube, as well as Hao123, Baidu’s own local Web directory. Besides Web search, the sites also contain different features such as image and video search, along with language translation.”

The expansion into international waters means contending with Google, the giant that claims just under 70% of all searches as of December 2013. In the same month Baidu accounted for just under 20% of searches on desktop PCs. Spokesman Kuo made it clear that Baidu is not content to stop at Egypt, Thailand and Brazil, but plans to develop search engines for other nations too, and is currently building an office in Shenzhen solely for international operations.

Self-organizing robot armies produced – and all thanks to ingenious termite logic

Harvard ‘brainiacs’ are at it again. Inspired by termites, they have realized their dream of cheap, expendable, self-organizing robots – a construction crew building complex structures at a quick pace, and completely independent of leadership.

The possibilities are vast. The machines can be made to build any three-dimensional structure on their own and with minimal instruction. But what is truly staggering is their ability to adapt to their work environment and to each other; to calculate losses, reorganize efforts and make adjustments. It is already clear that the development will do wonders for humanity in space, hard-to-reach places and other difficult situations.

Looking at huge mounds of soil and the resilience of hordes of termites building them, working for a common cause, while their comrades die, the techies and engineers at the Harvard School of Engineering and Applied Sciences (SEAS) and the Wyss Institute for Biologically Inspired Engineering at Harvard University have created an army of little bots that do just that. And they cooperate and learn with no oversight.

The challenge was – how can one predict “high-level outcomes given low-level rules?” Small, insignificant parts need expert coordination to achieve a seemingly insurmountable task. But the scientists on the project wanted to go a step further and find out exactly what kind of “low-level rules” need to be met to control high-level results. Now, they believe they’ve created a user-specific structure, in which “the system automatically generates low-level rules for independent climbing robots that guarantee production of that structure. Robots use only local sensing and coordinate their activity via the shared environment.”

Proposed Legislation: The Smart Nation Act of 2014

• Within the Department of State, expands the capabilities for Open Government, Citizen Engagement, Participatory Budgeting, Global Engagement and Whole of Government planning, programming, and budgeting, by providing the Secretary of State with oversight authority of the Open Source Agency (OSA) and the Office of Information Sharing Treaties and Agreements.

• Creates an Open Source Agency (OSA), redirecting the necessary funds on a non-reimbursable basis from Program 50 to Program 150, as a sister-agency to the Broadcasting Board of Governors (BBG), with the same arms-length independence that Congress wisely mandated to assure journalist independence, but in this case, to assure the integrity of public intelligence in the public interest across Whole of Government and in all exchanges with foreign and non-governmental entities. The small Headquarters will be constructed on the South-Central Campus, adjacent to both the U.S. Institute of Peace (USIP), which could serve as a partner in global information peacekeeping, and to George Washington University as well as the John F. Kennedy Center conference and parking facilities. All information obtained by open means will be a public good and a copy also provided as acquired to the Director of National Intelligence (DNI), who shall make no claim on the disposition of original open sources and methods. The OSA will be the national proponent for Open Source Everything (OSE) across the education, intelligence (decision-support) and research sectors.

• Creates an Office of Information Sharing Treaties and Agreements, to negotiate no-cost information sharing treaties with Nations, and no-cost information sharing agreements with non-governmental and private sector organizations including universities world-wide, while also adopting OSE standards facilitating both sharing and semantic web sense-making across all languages (33 initially, 183 at full operating capability).

• Creates a Multinational Warning & Decision-Support Center (MWDC) and related global information-sharing and sense-making network.

• Creates a Multinational Multiagency Conference Center to serve as a foundation for local to global outreach and cross-fertilization across all education, intelligence, and research topics.

• In partnership with academic, civil society, and non-profit organizations, creates the World Brain Institute and the Global Game to foster whole systems true cost economics thinking.

• Creates, in partnership with a university providing accreditation and administrative services, a School of Future-Oriented Hybrid Governance, a Horizons College, and a Multidisciplinary Research Consortium.

• Support the Broadcasting Board of Governors (BBG) with an Internet dissemination capability that offers free universal access to all unclassified information acquired by the OSA, with a robust man-machine translation capability that offers free online education in at least 33 major languages and 12 dialects of Arabic as an important new foundation for public diplomacy and information peacekeeping.

• Supports the roles of the Office of Management and Budget (OMB) and the General Services Administration (GSA) as executive level partners of the Open Source Agency, with priority on decision-support from the OSA in support of all federal needs of common concern.

• Expands and enhances the role of the Congressional Research Service (CRS) and the General Accountability Office (GAO) with direct access to all available information, advanced analytic processing tools, and sufficient personnel to provide each jurisdiction of Congress with unclassified decision-support that can be shared with constituents and the media. –o–
