US military tactics falling behind those of adversaries, Pentagon official warns

ROBERT STEELE: This is an important article that is also extraordinarily diplomatic. What could be said more bluntly is that 90% of the Pentagon budget is pork and 45-75% is documented waste, at the same time that the 4% of the force that takes 80% of the casualties gets 1% of the total Pentagon budget (source for the latter General Robert Scales, former Commandant of the US Army War College and author of the still-relevant Firepower in Limited War. The Undersecretary of Defense for Intelligence has never been held accountable for producing decision support for strategy, operations, tactics, and acquisition; the Undersecretary of Acquisition has never been held accountable for creating a military that works in every clime and place (450 ship Navy, long-haul Air Force, air-mobile Army, close all overseas bases); and the Undersecretary of Policy is without a clue when it comes to demanding Whole of Government capabilities that emphasize diplomacy and commerce over using the military as a one size fits all “answer” to challenges that stem from our own misbehavior.
