In the last week, much has been made of the leaked DoD briefing entitled ISR Support to Small Footprint (CT) Operations – Somalia and Yemen, dated February 2013. To date, all the reports I have read, save one, focus on the “critical shortfalls” of drone warfare revealed in these slides — see, for example The Intercept, which broke the story on October 15 and placed the slides on the net, and this report in Common Dreams, and anti-war progressive outlet. Both of these reports and the briefing slides contain a lot of useful information are well worth careful reading. But there is more.

Grading Gerasimov: Evaluating Russian Nonlinear War Through Modern Chinese Doctrine

Unrestricted war is a war that surpasses all boundaries and restrictions. It takes nonmilitary forms and military forms and creates a war on many fronts. It is the war of the future.

“Gerasimov Doctrine” contains particular similarities to the Chinese doctrine outlined in Unrestricted Warfare published in 1999, and historical roots in previous Russian doctrine. Both strategies involve using proxies, or surrogates, to not only exploit vulnerabilities in low intensity conflict, but to also prepare for future operations, which may involve high intensity conflict. Other strategies involve applying both low and high tech asymmetrical means, and also engaging in several forms of war. For example, Unrestricted Warfare describes 13 forms of “total war” and methods to consciously mix “cocktails” on the battlefield, or to employ combinations of forms of warfare in order to find innovative and effective approaches.

The U.S. government doesn’t consider the B61-12 to be new – simply an upgrade of an existing weapon. Hans Kristensen, a nuclear weapons expert at the nonpartisan Federation of American Scientists in Washington, is resolute that the bomb violates a 2010 Obama administration pledge not to produce nuclear weapons with new military capabilities. “We do not have a nuclear guided bomb in our arsenal today,” Kristensen said. “It is a new weapon.”
