In 2012, the once-mighty Eastman-Kodak company declared bankruptcy. It was an event that should have reverberated strongly with the United States Intelligence Community (IC)—and not just due to the obvious connection between imaging and spying. Rather, it should have resonated because in Kodak the IC could have glimpsed a reflection of itself: an organization so captivated by its past that it was too slow in changing along with its environment.

To understand the IC’s similar captivation and lethargy—to remain focused on classified collection in an era of increasingly ubiquitous, useful and unclassified data—one must first understand the type of problem around which the modern IC business model remains designed: the Soviet Union. The Soviet Union was fundamentally a collection problem. That is to say, it was a closed system (i.e., a discrete entity) with clear edges and a hierarchical governance structure. Given that nature, knowing what was happening in the Soviet Union required the use of classified means of collection—most of which the IC alone possessed.

As I have previously explained (“Sandy Hook Elementary School: closed in 2008, a stage in 2012″), the school appears to have been non-operational during at least the four years prior to the events of 14 December 2012.

There is lots of confirming evidence, with or without the Wayback Machine’s indirect proof–that if there was no internet activity on specific days, probably there was none during the interval within which they fall–that confirms it had been closed.

In addition to not being compliant with the requirements of the Americans with Disabilities Act (ADA), video footage shows that it was being used as a storage facility, where even The Newtown Bee reported that it was laden with asbestos and other bio-hazards. No student should have been there.

New Snowden Document Implies NSA May Be Putting Israel’s Security Ahead of America’s

Why Is the NSA Putting Israel First?

The following leaked slide from Edward Snowden was released today by Glenn Greenwald in his new book, No Place to Hide:

If you can’t read the slide, it says:

Balancing the SIGINT exchange equally between US and Israeli needs has been a constant challenge in the last decade, it arguably tilted heavily in favor of Israeli security concerns. 9/11 came, and went, with NSA’s only true Third Party CT relationship being driven almost totally by the needs of the partner.

That is a stunning statement. It implies that the signals intelligence exchange between the American and Israeli governments has been driven almost entirely by the NSA giving information to the Israelis, instead of Israel giving information to the U.S.  … even though we were the ones attacked on 9/11.

Remember, the raw data in American citizens collected by the NSA is shared with Israel. As the Guardian reported in September:

The National Security Agency routinely shares raw intelligence data with Israel without first sifting it to remove information about US citizens, a top-secret document provided to the Guardian by whistleblower Edward Snowden reveals.

According to the agreement, the intelligence being shared would not be filtered in advance by NSA analysts to remove US communications. “NSA routinely sends ISNU [the Israeli Sigint National Unit] minimized and unminimized raw collection”, it says.

A much stricter rule was set for US government communications found in the raw intelligence. The Israelis were required to “destroy upon recognition” any communication “that is either to or from an official of the US government“. Such communications included those of “officials of the executive branch (including the White House, cabinet departments, and independent agencies), the US House of Representatives and Senate (member and staff) and the US federal court system (including, but not limited to, the supreme court)”.

This not only raises major privacy concerns for American citizens, but it might mean that Israel is spying on the American Congress and other high-level politicians.

We have nothing against Israel, but – as American citizens – we want our intelligence agencies to put the American people and American security first.

The Intelligence Community Needs a New Workforce Model

It’s a new world for the 17 agencies within the intelligence community. Their budgets are shrinking in the face of an undiminished threat landscape and a growing list of cyber-adversaries.

The IC can do a lot of things, but it can’t make money grow on trees. It faces a grand workforce challenge: Smaller budgets. Reduced hiring. Increased uncertainty. The problems are magnified significantly during national security events that require a surge of talent.

With all that in mind, the Intelligence and National Security Alliance developed a task force of former senior intelligence officials and stakeholders from industry and academia to explore potential solutions. The resulting white paper released May 7,  titled “Smart Change II: Preparing the Intelligence Community Workforce for an Evolving Threat and Fiscal Environment,” is a sequel to an initial INSA-led effort in 2011.

The white paper outlines several ways the IC could ensure a continuous assessment of strategic risk related to workforce reductions and proposes an overarching framework for civilian, military and contractor components of the IC that would guide strategic planning and management decisions.

“Budget constraints are the reality now,” said Deborah Kircher, Chief Human Capital Officer for the Office of the National Director of Intelligence, speaking at a Strategic Manpower Planning event hosted by Nextgov.

Supporters of the A-10 “Warthog” close air support aircraft in Washington and US combat Soldiers and Marines who have seen, and are seeing, combat in Afghanistan were stunned Monday to read about a decision of the Chairman of the House Armed Services Committee, Congressman Buck McKeon (R-CA).  He is joining with the Air Force and wants to retire all of these extraordinarily effective combat aircraft, sending them all to the boneyard at Davis-Monthan Air Force base, starting as soon as next year.

Ever since Chief of Staff of the Air Force (CSAF) Mark Welsh decided to get rid of all of 300-plus A-10s in the active and reserve Air Force and the Air National Guard, the media and congressional hearings have been stuffed with information from combat veterans, pilots and defense specialists about how spectacularly the A-10 has been performing in Afghanistan and all other recent US wars in Libya, Iraq and Kosovo–going as far back as Operation Desert Storm in 1991.

McKeon's A-10 sell-out comes in the form of a ruse.  His draft legislation, to be moved Wednesday (May 7) at the mark-up of the House Armed Services Committee of its FY 2015 National Defense Authorization Act (NDAA), creates a distinction without a difference with CSAF Welsh's retirement plan.  McKeon's own description of his handiwork says he “would limit funds . to retire A-10 aircraft unless each such retired aircraft is maintained in type-1000 storage [which]. means storage of a retired aircraft in a near-flyaway condition that allows for the aircraft to be recalled into use by the Regular or Reserve Components of the Department of the Air Force.”  Falling for the ruse either foolishly or knowingly, some media describe the language as “something of a compromise” or emphasize the “near fly-away” condition of the A-10 fleet after it is sent to the boneyard at Davis-Monthan.  However, a simple check of what “type-1000 storage” means reveals that the aircraft will be made un-flyable and sealed in two layers of latex, which can be removed and the aircraft made operable only after considerable effort.

Austerity and the financial crisis mean economics is in the news, so why is a publisher taking Marx and Engels offline?

The global economic and financial crisis has led to a renewal of interest in Karl Marx. Only a few weeks ago the New York Times ran a forum with leading economists with the theme “Was Marx right?“. Thomas Piketty's recent book, Capital in the 21st Century, conducts an implicit dialogue with Marx over how to understand capitalism and confront its contradictions. So it is very sad that at this moment the publisher Lawrence & Wishart is forcing the Marxists Internet Archive (MIA) to take down those parts of Marx's and Friedrich Engels' Collected Works that it had hosted on its website with the authorisation of the publisher. It is particularly unfortunate that it insisted this happen by the eve of May Day, when international working-class solidarity is celebrated worldwide.
