Introduction to Strategic Intelligence Warning. DIA has announced that reconstitution of Indications and Warning is a key component of its five year plan. Warning failures associated with the Arab Spring were cited as prompting this rediscovery of old truths.

Bravo to DIA for remembering that warning is the foundation of US intelligence. Being smart is less important than being safe, as a government activity.

The Mission

Strategic intelligence warning is the one of the two primary missions of US intelligence, according to the National Security Act of 1947. The first is to use intelligence to help keep the country prosperous and safe under all circumstances. Warning is the second mission. Discussion and debate about these missions may be found in the Congressional debates and legislative history of the National Security Act.

The intent of Congress in 1947, as documented in the legislative history of the National Security Act, was that Pearl Harbor attacks should never occur again. Their prevention was the reason Congress and a very reluctant President Truman approved the US intelligence organizations in the Department of Defense and in the then-new CIA.

Every intelligence analyst who has not read the National Security Act of 1947 and National Security Council Intelligence Directive -1 (NSCID-1) is deficient.

DIA, to its great credit, is trying to get back to the foundations of US intelligence: helping keep the Republic safe by providing intelligence warning.

Introducing GeoXray for Crisis Mapping

My colleague Joel Myhre recently pointed me to Geosemble’s GeoXray platform, which “automatically filters content to your geographic area of interest and to your keywords of interest to provide you with timely, relevant information that enables you and your organization to make better decisions faster.” While I haven’t tested the platform, it seems similar to what Geofeedia offers.

GeoXray says:

GeoXray provides time saving focus – geographically, topically and across time. GeoXray automatically filters content to your geographic area of interest and to your keywords of interest to provide you with timely, relevant information that enables you and your organization to make better decisions faster.

GeoXray serves this triple filtered textual information through an industry standard (Open Geospatial Consortium (OGC)) Application Programming Interface (API) to any OGC compatible client software. Geosemble also provides a powerful Graphical User Interface (GUI) with GeoXray that enables you to immediately begin using and benefiting from GeoXray.

Perhaps the main difference, beyond user-interface and maybe ease-of-use, is that GeoXray pulls in both external public content (from Twitter, Facebook, Blogs, News, PDFs, etc.) and internal sources such as private databases, documents etc. The platform allows users to search content by keyword, location and time. GeoXray also works off the Google Earth Engine, which enables visual-ization from different angles. The tool can also pull in content from Wikimapia and allows users to tag mapped content according to perceived veracity. One of the strengths of the platform appears to be the tool’s automated geo-location feature. For more on GeoXray:

Glasses provide live language translation

Here’s the scene: you’re traveling, and you walk into a little restaurant and the menu is entirely in a language you don’t understand, without pictures. You’ve got a couple of choices. You can leave, and try to find a place with English translations. You can try to hack your way through a conversation with the waiter, who also doesn’t speak your language. Or, you can point randomly at the menu and live with the consequences.

Well, in the future there will be another, better, answer. Live, realtime translation built into your glasses. Enter: Project Glass. British hacker and DIYer Will Powell has built a pair of glasses that can (albeit roughly) project a translation of your conversation onto your glasses. Here’s what it looks like:

Printing Weapons at Home for Fun and Mayhem

It's now possible to print functional weapons at home. This is going to progress rapidly now.

Think: global file sharing of designs for servicable weapons, from pistols on up to ?, that can be printed at home. What you can print — from the materials to the size/quality of the object to the completeness (snap together construction) — is already moving forward quickly. The weapons effort will just be along for the ride.

“HaveBlue” has tested the first “printed” firearm and it works. Here's his site, but it's VERY slow. It didn't blow up in his face.

Granted, he used an older professional grade Stratys 3D printer to do it. Printeres are much better now and handle many new materials.

Haveblue has been testing the “market” for distributing CAD/CAM weapons designs. His post of an earlier design to Thingverse (a site for 3D printing design patterns) led to a change in their policy (although it hasn't been enforced).

Haveblue's work is based on the Solidworks files available for download from the CNCguns site. Here's his earlier project:

Phi Beta Iota: Violence should be a last resort — publics today are far from fully exploiting the use of public intelligence in the public interest. However, it bears mention that both Gandhi and Martin Luther King were quite clear: non-violence is preferable to violence, but violence is preferable to continued oppression. Most governments, including the European governments still favoring banks over people and refusing to honor the Iceland model, no longer represent their publics and have lost all legitimacy in the eyes of many. We pray they will awaken to the reality that those governments that do not empower, protect, and respect the public, will ultimately be abolished. In the meantime, they are merely ignored.

Evaluating the Impact of SMS on Behavior Change

The purpose of PeaceTXT is to use mobile messaging (SMS) to catalyze behavior change vis-a-vis peace and conflict issues for the purposes of violence prevention. You can read more about our pilot project in Kenya here. We’re hoping to go live next month with some initial trials. In the meantime, we’ve been busy doing research to develop an appropriate monitoring and evaluation strategy. As is often the case in this new innovative initiatives, we have to look to other fields for insights, which is why my colleague Peter van der Windt recently shared this peer-reviewed study entitled: “Mobile Phone Technologies Improve Adherence to Antiretroviral Treatment in a Resource-Limited Setting: A Randomized Con-trolled Trial of Text Message Reminders.”
