Don’t equate national security with counterterrorism. The ‘War on Terrorism’ made AQ the dominant threat, prompting governments to structure policy and capability around counterterrorism. We focused narrowly on one threat, and on one subset (AQ leaders) within that threat, and were surprised when killing and capturing them didn’t bring increased security. This time, we need to frame counterterrorism within a broader strategy that includes state-on-state conflict and non-traditional challenges like climate change, urban overstretch and mass migration.

Asked by a Cuban student about the example of his leadership, Francis said, “I will tell you one thing, a good leader is one who is capable of bringing up other leaders. If a leader wants to lead alone, he is a tyrant. True leadership is fruitful. Each one of you has the seed of leadership.”  He added, “The leaders of today will not be here tomorrow. In Gerd-Helmut Komossa's book The German Card: The Hidden Game of the Secret Services, he claims Germany has, until now, been controlled by the United States and its allies, and was even viewed as a possible target.  . . .  The retired General details a secret pact he alleges was signed in 1949 between Germany and the US, and which will be in force for another 90 years. Komossa says the secret agreement means that all political parties in Germany are supervised by a special Washington-based body, that the country's army takes part in all NATO missions at first demand and that all German gold reserves are stored in New York.
