5. CONCLUSION

The phenomenon of the swing of Salafism/Wahhabism into terrorism is not monolithic, but is divided on the grounds of realities, historical context and local customs. Similarly, we must take into account the relatively low importance of boundaries between States that most often deal with various ethnic and religious ensembles.

The impact on the war in Afghanistan on the emergence of Salafist jihadism is a well-known phenomenon and it’s a safe bet that the current conflict in Northern Mali will have consequences on the entire Sahel. Not to mention, in the case of Mali, the weight of the “tradition” of Ghazi, the warrior who participate in an operation against “infidels” and thereby contribute to jihad and traffic of all kinds that marked Saharan nomads and semi-nomads.

NIGHTWATCH: Taliban Spanks Karzai and CIA

Afghanistan: During this Watch, news reporters and other sources in Kabul reported a series of explosions and gunfire in the center of the city, near the presidential palace and the minister of defense building. Witnesses said the presidential palace was under attack.

Kabul police chief Mohammad Zahir said he could not locate the attack, but confirmed that an attack was in progress early on the morning of 25 June, local time.

A Taliban spokesman said the attack targeted the Presidential Palace, the Ministry of Defense and the CIA headquarters.

Comment: This attack might be Taliban retaliation for President Karzai's refusal to join talks with the Taliban in Doha, Qatar. It is not so much a show of force as an exposure of vulnerability. This is a sensational security breach in the most heavily fortified part of Kabul.

Latest reporting indicates only the four attackers were killed, but the outer perimeter of a US facility was breached.

NIGHTWATCH: China Manages North Korea

North Korea-China: Xinhua published remarks of Chinese State Councilor and former Foreign Minister Yang Jiechi and North Korean First Vice Foreign Minister Kim Kye Gwan, who held discussions today, 21 June.

Yang said: Positive results have been achieved in the strategic dialogue between foreign affairs departments of the two countries. China is willing to work with the Democratic People's Republic of Korea (DPRK) to promote the sound and stable development of relations between the two countries. China insists on actualizing non-nuclearization of the Korean Peninsula, insists on maintaining peace and stability on the peninsula, and insists on resolving issues through dialogue and consultation. Currently, an easing momentum has emerged in the situation on the peninsula, which is nevertheless still complex and sensitive. It is hoped that all parties will actively engage in dialogue and contact, push for the situation to continue to turn better, and seek an early resumption of the six-party talks.”

Kim said: Friendship between the DPRK and China has a long history. It is hoped that the two sides will inherit it and carry it forward. Non-nuclearization of the peninsula is the instruction left behind by President Kim Il-song and General Secretary Kim Chong-il. The DPRK hopes the situation on the peninsula will ease, insists on resolving issues through dialogue, and is willing to take part in various forms of dialogue including the six-party talks.”

NIGHTWATCH: Middle Class Youth Turn Violent — Government Remains Corrupt and Ignorant

Brazil: The demonstrations are starting to turn violent. The day after the government revoked the transportation fare increases the demonstrations swelled again and engaged in more aggressive clashes with police.

President Dilma Rousseff decided to call off a visit to Japan that was planned for next week. The forthcoming visit by Pope Francis might also have to be rescheduled if the demonstrations continue.

In Rio de Janeiro riot police fired tear gas and rubber bullets at groups of masked young men trying to approach the City Hall late on Thursday. At least 29 people were reported to be injured in the clashes.

Some reports suggest about 300,000 people were taking part in an anti-government rally in the city. One news service reported more than 800,000 people participated in demonstrations in the major Brazilian cities

Comment: The polling agency, Datafolha, published its findings from a poll of the demonstrators in Sao Paulo yesterday. More than half of the demonstrators are under 25. Seventy-seven percent have higher education. Eighty-four percent back no political party, suggesting they do not vote.

The dominant issue for more than half was the fare increase which has been withdrawn. Corruption, a better transportation system, against all politicians and against violence and repression were distant other issues.

What the poll and anecdotal reports indicate is that the beneficiaries of Brazilian prosperity are protesting. The poll found no poor or disadvantaged people and few unemployed among the protestors. Brazil has low unemployment even for workers under age 25. The protestors have no organization or leadership. They gather by cell-phone notification. Expect the demonstrations to expand this weekend and become more violent.

NIGHTWATCH: Karzai Refuses US-Taliban Talks, US Clueless & Still Shutting Pakistan Out

Afghanistan: President Karzai's spokesman said Wednesday that Afghanistan has suspended Bilateral Security Agreement talks with the US and that Afghanistan will not pursue peace talks with the Taliban unless the United States steps out of the negotiations.

The spokesman explained President Karzai took the action because of a contradiction between what the US says and does.

Comment: The Afghan government judges it has been betrayed by the US in agreeing to talks with the Islamic Emirate. Afghanistan said no such entity exists. It was told the Doha office was only for negotiations.

Qatar said the Taliban betrayed their promise to open only a political office of the Taliban. Qatari authorities were persuaded to force the Taliban to take down their flag and their Islamic Emirate plaque. The US said the Afghan government had been kept fully informed.
