II. Structure
The MESS-KIT system is composed of three basic components — the software package, the virtual environment and the hardware:
a. APPLICATION SOFTWARE PACKAGE: One or more Virtual Machine Instances that package together an operating system with a web server environment and all free-and-open-source/commercial-off-the-shelf software modules. Example: A VMware instance of an Ubuntu Linux installation with a full LAMP web server hosting environment and associated web software.
b. VIRTUAL MACHINE CLIENT SOFTWARE: One Virtual Machine Software Client to package, distribute, and host one or more Application Software Packages and abstract the application software from the host operating system. Examples: VMWare Fusion and Sun VirtualBox.
c. HARDWARE: Hardware on which the Virtual Machine Client Software and Application Software Package will run. The Hardware will include a host operating system. Examples: MacMini running OSX, ASUS eeePC Netbook running eeeBuntu Linux.
Settling An Intelligence Turf War

The complete concept, unrealized and lacking funding amidst the global financial meltdown, is centered on the creation of a World Brain in which the EarthGame is the primary public policy-budgteting dialog tool, and all individuals are able to use hand-hell cell phones to both access all information in all languages all the time; and to play themselves at all levels, local to global (panarchy is the opposite of anarchy).
The OSS Shield was originally developed for the Marine Corps Intelligence Center (Command) but the LtGen commanding the parent command both hated the center (despite it's being the Commandant's initiative) and had no sense of heraldry.
E Veritate Potens is the motto, “From Truth, Power,” with a tip of the hat for the correct translation to Winston Maiki of Australia (RIP), the one person outside of Singapore that “got it” when we made our world tour in 1994. The incorrect translation by Robert Steele, Ex Veritate Potens, was devised from a mix of the US Naval Academy motto (Ex Sciencia Tridens or loosely, From Science, Seapower) and the motto of the Central Intelligence Agency from John 8:32, Ye shall know the truth and the truth shall set you free.
MCIC was created because then Commandant of the Marine Corps Al Gray understood that the other services were both cheating on acquisitions–fabricating and exaggerating threats to get bigger, fancier, more complex and much more expensive systems than the Marine Corps needed or could afford–and also not at all interested in the real-world threat, which he accurately portrayed in “Global Intelligence Challenges of the 1990's” as published in the American Intelligence Journal (Winter 1989-1990). INTEGRITY. We are waiting for DIA to dig deep and find its integrity, or defense intelligence is going to go down the rabbit hole along with CIA, NSA, and the NRO. NGA can be saved.
The central problem of our time is the failure of human organization–its failure to scale, to adapt, to assimilate.

We've come to the conclusion that the discord between politics and intelligence is contrived–there is no inherent opposition between politics (choice of best path for all) and intelligence (presentation of best achievable truth for all) provided ONE condition is met: integrity among the majority of individuals engaged in each.
Phi Beta Iota: Government is broken. Ron Paul has that exactly right. It is broken for two reasons: first because over time those spending the money have grown distant from those providing the money, the individual taxpayers, AND from reality. The second reason it is broken is because knowledge itself has become fragmented, and “systems thinking” has fallen by the wayside.
Below are three quotes from a tremendous reference of lasting value to every citizen and policymaker.
ONE: Reformations and transformations are not the same thing. Reformations are concerned with changing the means systems employ to pursue their objectives. Transformations involve changes in the objectives they pursue.
TWO: The righter we do the wrong thing, the wronger we become. When we make a mistake doing the wrong thing and correct it, we become wronger. When we make a mistake doing the right thing and correct it, we become righter. Therefore, it is better to do the right thing wrong than the wrong thing right. This is very significant because almost every problem confronting our society is a result of the fact that our public policy makers are doing the wrong things and are trying to do them righter.
Earth is at a tipping point. Changes to the planet that used to take 10,000 years now take three. This means that both real-time science and real-time policy and decision-making will be the non-negotiable essence of success in the 21st Century.
Near-Earth Objects (NEO) are a more immediate threat than climate change; energy from geothermal, nuclear (as an intermediate solution), and combinations of solar, wind, and bacteria energy are desperately needed; and no nation, least of all the USA, is being intelligent about addressing the ten high-level threats to humanity or harmonizing policies and spending across all policies from Agriculture to Water.
Only a World Brain with an embedded EarthGame able to honestly depict “true costs” in near-real-time, will allow the eight demographic challengers to nurture and harvest the Earth instead of destroying it.
